WCA Releases 2013-15 State Biennial Budget Final Summary

On Sunday, June 30, Governor Walker signed the 2013-15 state biennial budget (2013 Wisconsin Act 20) into law.

The $70 billion spending plan features $650 million in individual income tax cuts, a freeze on University of Wisconsin tuition and fees, and increases in funding for K-12 education over the next two years.

For counties, which operate as an arm of the state, the budget provides a number of funding increases, such as $52.5 million in new funds for state highway maintenance over the next two years and $4.25 million annually for increased child support enforcement efforts. The budget also changes a number of state policies affecting counties, including repealing the county property tax rate limit and requiring counties to collect DNA samples from felony suspects upon arrest.

The Wisconsin Counties Association Legislative Staff has compiled this list of provisions in the budget bill that affect counties. Items that were vetoed as a whole by the Governor are identified in the list as VETOED; items on which the Governor used his partial veto are identified as PARTIALLY VETOED, with the vetoed provisions struck through.
