POSITION SUMMARY:
This position manages the drinking water testing program, provides education resources and outreach efforts regarding ground and surface water and natural resources; and promotes water quality protection to the general public. This position performs skilled technical field and office work reviewing residential. Commercial, and agricultural land uses focusing on erosion, stormwater management, and ordinance compliance.

ESSENTIAL FUNCTIONS:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
• Completes surface water analysis and field work and conducts demonstration projects for groundwater protection.
• Analyzes well and groundwater data using GIS statistical analysis software.
• Models groundwater flow utilizing groundwater modeling software.
• Updates and posts social media content related to water quality and protection, in accordance with County policy.
• Assists with well decommissioning and promoting other groundwater BMP’s.
• Performs ongoing evaluation and feedback through questionnaires and surveys, and documenting/analyzing results related to water quality education and outreach efforts.
• Develops maps, charts, diagrams, reports, information packets, fact sheets, etc. for distribution and presentation to public, committees, and others.
• Coordinates a drinking water testing program and screening events with local municipalities; compiles, analyzes and presents drinking water test data.
• Conducts water quality program training and educational events.
• Coordinates testing services with lab vendors.
• Maintains well and drinking water testing databases and inventories, develops and presents related reports including graphics.
• Coordinates tree sales programs; orders and distributes trees to customers.
• Assists in preparation for and participates in public workshops and meetings. Answers questions and, facilitates discussions.
• Inspection of erosion control and stormwater management practices on agricultural land, plats, and construction sites; prepares and files inspection reports and determines site compliance.
• Conducts and documents field inspections to assure compliance with conservation and agricultural runoff and erosion control plans and practices and program requirements pertaining to Farmland Preservation, Animal Waste Ordinance and NR 151 compliance utilizing SNAP PLUS software.
• Works with landowners to complete cost share projects and conducts and documents field inspections to assure compliance with conservation and agricultural runoff and erosion control plans.
• Conducts site response and reporting related to reported spills and reported complaints in accordance to the County Spill Response Plan.
• Assists with making revisions to county plans and ordinances related ground and surface water protection.
• Other duties as assigned.

MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE REQUIREMENTS
• Bachelor’s degree in Environmental Science, Water Resources, Geology, Natural Resources, Environmental Education, or other related field.
• Minimum of two (2) years’ work experience in water resources, natural resources or environmental planning field.
• Experience and training with Geographic Information System (GIS).
• Previous experience with statistical analysis and computing software, preferred.
• Previous experience with event/program planning preferred.
• Previous grant writing experience preferred.
• MN BWSR Technical Training and Certification Program Core Competencies: Soil, Water Quality, and Conservation Planning within 6 months of hire.
• WI or MN Soil Erosion Control Inspector Certification within 6 months of hire.

Full Pay Range: $59,168 – $82,434
Expected Pay Range: $59,168- $66,944
