Training and Development Specialist
POSITION SUMMARY:
The Training and Development Specialist is responsible for the planning, design and implementation of training, employee development, and organization development programs for the County. This role aims to enhance the skills, knowledge, and performance of county staff, ensuring they can effectively serve the community. Priorities include employee development, leadership development, employee engagement, recognition, enterprise learning, and succession planning. The specialist will work closely with department heads to identify training needs and develop programs that meet those needs.
ESSENTIAL FUNCTIONS:
– Conduct needs assessments to identify specific training needs across various departments; develop strategies to improve engagement and manage programs designed to enrich recruitment, retention, recognition, wellness, and diversity initiatives; conduct follow-up studies to evaluate and measure results.
– Design and develop training programs and objectives, including but not limited to the specific areas of leadership, employment law, performance management, communication, conflict management, skill development, safety, County policies, procedures and processes, wellness, onboarding, and other areas as needed or directed by the HR Director.
– Train and coach managers, supervisors, and emerging leaders in employee development efforts; assist supervisors in the development of individual development plans for employees.
– Focus on employee engagement initiatives to promote a highly engaged workforce, fostering a sense of belonging and purpose among employees.
– Obtain and/or develop effective training materials, course content, manuals, and e-learning modules, utilizing a variety of media.
– Schedule and conduct training sessions, workshops, and seminars.
– Utilize various instructional techniques and formats, such as simulations, gamifications, learning management systems, role-playing, and team exercises.
Research, identify, and coordinate with external trainers or vendors when necessary.
– Ensure training programs align with county goals and compliance requirements.
– Analyze feedback and training outcomes to improve future training efforts.
– Maintain records of employee participation and progress.
– Stay updated on the latest trends and technologies in training and development.
– Manage the training budget, including cost analysis and resource allocation.
– Maintain a comprehensive training calendar and ensure timely communication to employees.
– Provide overall support and administration of the County’s – Learning Management System.
– Prepare reports on training activities and outcomes for review by the Human Resources Director and other leadership.
– Work closely with other members of Human Resources on exit interviews, performance management, employee relations, employee events, and employee recognition programs.
MINIMUM QUALIFICATIONS:
EDUCATION AND/OR EXPERIENCE REQUIREMENTS
– Bachelor’s degree in Human Resources, Education, Organizational or Human Development, or a related field. Master’s degree preferred.
– Minimum of three (3) years of experience in training and development, adult education, or organizational development and demonstrated experience working with individuals at multiple organizational levels, preferably in a government or public sector environment.
– One or more years’ experience working with a learning management system, Oracle experience a plus.
– Experience and/or functional knowledge in other areas of Human Resources.
– Prior training or experience in professional coaching a plus.
– Professional certification such as Certified Professional in Learning and Performance (CPLP) or similar is a plus.
– Must successfully pass criminal and caregiver background check.
Full Pay Range: $71,926 – $100,194
Expected Pay Range: $71,926 – $81,370
