Systems Analyst Supervisor – Outagamie County
Reporting to the Health and Human Services Director, the Systems Analyst Supervisor position is responsible for supervising and leading the Systems Analysts staff; set system procedures and policies for all technology needs within the department; develop and deploy a department-wide strategy to ensure use of latest technologies in all areas where such use is cost-effective and beneficial; creates technology standards, policies and procedures for systems; hires, trains, evaluates and disciplines staff; maintain compliance with certifications, state and federal laws and regulations, and develops and maintains the HHS/Information Technology Budget.
Hours: The typical work schedule 8:00 AM -4:30 PM and Ability to work up to 50% remotely depending upon department’s needs

Key Responsibilities:
The following duties are most critical for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
1. Direct and supervise activities of systems analysts; assign, prioritize, review, and monitor staff workload. Perform annual performance evaluations, participate in interviewing process, and respond to performance issues as they arise.
2. Defines and oversees the development and documentation of data entry standards, content definitions, and related procedures to assure the collection and reporting information necessary.
3. Coordinates the production of required and requested statistical, client summary, and other direct reports.
4. Evaluates, establishes, and prioritizes requests to determine if information is available or needs to be created and tracked.
5. Ensure compliance with Federal and State Statues, Outagamie County Acceptable Use policy, Outagamie County Administrative Technical Rules, and HIPAA by serving as Agency HIPAA Privacy and Security Officer and serves as a member of the County’s Security Incident Response Team.
6. Evaluate current use of equipment, software, and related technology; work with division managers and supervisors to maximize use of current technologies to enhance productivity; develop department-wide technology strategies, and provide recommendations for new/upgraded technologies.
7. Serve as department representative with the County IT Department for hardware and software issues. Coordinate equipment installation and relocation as it relates to desktop hardware/software and end user systems. Coordinate with IT all requests for access to County network programs and systems.
8. Prepare and justify IT related projects as they relate to the department’s budget to the County Budget Committee annually. Monitor budget requests for cost efficiency.
9. Train department staff on confidentiality of client information, department policies, documentation standards, and related policies and procedures, laws, and regulations.
Serve as department representative and subject matter expert on committees and work groups, and attends meetings related to agency IT functions as directed.
10. Manage full life cycle (RFP to go-live) of projects within Health and Human Services.
11. Continue analysis of data and technology procedures within the department.
12. Participate in educational activities to stay current in areas of expertise.
Education/Certifications/Experience Requirements:
Associate degree in computer related field and 3-5 years of experience providing systems analysis and report writing functions, outstanding written and oral communication skills, OR combination of education and experience that provides the necessary equivalent knowledge, skills, and abilities to lead a large department that utilizes extensive technology in its daily operations.
2-3 years of supervisory experience preferred.
Required or Preferred Skills:
1.. Ability to assign and supervise day-to-day activities of system analysts in a timely manner.
2. Demonstrated ability to work independently and manage multiple projects
3. Exceptional communication (verbal and written) skills with both technical and non-technical audiences.
4. Experience motivating and mentoring others
Extensive knowledge of general IT and security best practices
5. Demonstrated ability to motivate and manage technical personnel
6. Considerable ability to adapt, learn new technical concepts and perform in unfamiliar environments with or without formal training
7. Experience with handling sensitive and confidential information
