Solid Waste Manager

Applications are now being accepted for a full-time Solid Waste Manager position for the Lincoln County Solid Waste Department.

This position is the leader of the Solid Waste Department. Responsibilities include supervise, direct, and coordinate all activities relating to the Landfill and facilities. The Manager is responsible and accountable for the safety and motivation employees in their department, consistent with the specific responsibilities as outlined in the Lincoln County Safety Plan.

Essential Duties and Responsibilities:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive.

Develops short and long-term plans to ensure adequate landfill space. Implements, enforces, and modifies landfill Plan of Operation. Develops and implements Long-Range Solid Waste Management Plan.
Prepares and monitors Department budget. Requisitions supplies and approves vouchers.
Supervises, schedules, trains, disciplines, and evaluates landfill personnel. Develops health and safety plans and programs; addresses issues relating to methane gas explosions and fire hazards.
Develops, implements, and documents training plans and programs for equipment operators, maintenance personnel, and environmental monitoring personnel.
Surveys and calculates waste density in landfill. Evaluates waste daily cover needs and alternative cover materials. Oversees waste filling sequence including slopes, grades, and control of nuisance conditions.
Manages activities, contracts, and agreements relating to the Municipal Solid Waste (MSW) Landfill, contaminated soil bioremediation operations, clay source mining site, recycling drop-off facility, universal waste management and hazardous waste management, leachate management, etc. Enforces banned materials and illegal dumping regulations. Oversees the enforcement of hazardous waste, confined space entry, trench safety, equipment, and other policies.

Minimum Training and Experience:
Bachelor’s degree in Resource Management, or Associate degree in Natural Resources, with a minimum of five years resource management, budgeting, and supervisory experience, or any combination of education and experience that provides equivalent knowledge, skills, and abilities. Must have or be eligible for State Landfill MSW Facility Manager certification.

WAGE:
This is a full-time, exempt position with a salary range of $69,965- $77,939 based on education and experience. All fulltime employees are eligible for Lincoln County benefit package including health, dental, vision, life, LTD, vacation, sick leave, holiday pay and Wisconsin Retirement System.
