2024 Hiring Range: $76,859 – $91,499 annually

Position Summary and Job Duties
The Social Worker Supervisor co-supervises the Youth Justice Unit. This position will lead, coordinate and facilitate Kenosha County’s gang intervention efforts. The supervisor coordinates community interventions including the participation of law enforcement, schools, community groups, recreational groups, business leaders, youth-serving agencies, and treatment providers, working collaboratively to lead youth away from gangs and towards lawful, productive activities. This position also oversees all grant management, compliance and reporting for Juvenile Justice programming.
• Lead nationally recognized best practice gang intervention efforts that are county-wide and neighborhood-specific
• Coordinate with local law enforcement, all levels of local government, local school systems, and private social service agencies, focusing on the goal of reducing youth involvement with gangs
• Provide oversight and leadership to the Kenosha County Summer Youth Employment Program and Kenosha County Gang Prevention contracts
• Organize and facilitate all Kenosha County gang intervention committees
• Serve as Division liaison to community and stakeholders in the area of positive youth development and gang suppression activities
• Serve as the County’s Brighter Future Initiatives (BFI) coordinator assuring compliance with all BFI regulations including BFI renewals
• Research and engage in grant-writing activities to increase community resources
• Provide grant management, compliance and reporting for Juvenile Justice programming
• Onboard new employees, develop training plans, and conduct employee performance evaluations
• Assign cases to Youth Justice Unit social workers assuring caseload coverage
• Maintain close daily contact with employees, reviewing and monitoring cases to evaluate quality of service, timeliness and compliance with state and federal requirements and state statutes and standards
• Ensure compliance with Wisconsin Statutes Chapter 938 and rules that govern youth justice work
• Lead implementation of new state youth justice guidelines including the use of the Youth Assessment and Screening Instrument (YASI) and Positive Youth Development
• Review and approve all court documentation and recommendations made in juvenile court
• Co-supervise, consult and direct Youth Justice Unit social workers to ensure best practices, continuity of services and case conformance with Division policy and procedures
• Provide direct guidance to employees responding to crisis situations
• Provide oversight and guidance in graduated sanctions including determining if a short-term hold is needed
• Provide consultation and recommendations to employees on high risk cases and cases where youth may be placed in a foster home, treatment foster home, group home, correctional facility or Alternatives to Corrections through Education (ACE) Program
• Develop cooperative relationships between agencies and other community and state entities
• Represent DCFS in multidisciplinary staffings and in the community, as needed
• Manage information systems and prepare required statistics and reports
• Represent the Division to the Court , County, and state stakeholders
• May provide testimony in court hearings
• Monitor purchase of service contracts performance and program budgets
• Provide coverage in all DCFS unit
• Perform other duties as required or assigned

Job Requirements, Education, Training and Experience
Required Education and Experience
• Bachelor’s Degree in social work or a related field
• 3 – 5 years’ work experience in delinquency programs
• 2 years’ experience in a supervisory role, or in a role of team leadership and decision-making
• 2 – 3 years’ experience in community engagement and activities
• Social Worker Certification or ability to obtain within two years of employment
• Knowledge of the current principles and best practices of social work

Preferred Education and Experience
• Master’s Degree in social work or a related field
• 5 or more years’ work experience in delinquency programs
• 2 or more years’ work experience as a supervisor
• Or any combination of education, training, and experience which provides the knowledge, skills, and abilities necessary to perform the job
