SOCIAL WORKER

Reports to: Children and Family Services Supervisor
Grade/Wage: Grade 14, $22.00-30.00/hour
FLSA Status/Hours: Non-exempt, 37.5 hours/week

Summary:

Provide community assessments for child abuse and neglect cases following Wis. State Statutes and Standards. Provide on-going services to families with unsafe children. Provide services for uncontrollable, truant, and delinquent youth. Develop and monitor performance contracts with providers. Provide after hours Chapter 48 and 938 emergency access. Provide Juvenile Court Intake services. Coordinate foster home program. Facilitate independent living program. Coordinate Kinship Care Program. Document all case contacts within the eWISACWIS state reporting system.

Under the direction of the Children and Family Services Supervisor, provides clients with supportive community based social services designed to overcome personal or family issues. Makes assessments to determine services needed. May evaluate and assess difficulties in psychosocial functioning, develop a plan to alleviate those difficulties and either carry out the plan or refer clients to other qualified resources for assistance.

• Makes initial contact with and receives referrals of clients with a variety of problems which require social work assessment and/or intervention.
• Conducts assessments of client needs through interview, home visits, collateral contacts and other investigations, develops a casework plan with clients, and performs agreed upon and necessary casework services.
• Prepares social histories and family assessments, reviews results with supervisor, makes recommendations concerning case disposition, and testifies at court and administrative hearings as required.
• Performs the duties of intake worker as prescribed under the statutes both 938.067 and 48.067 and the duties of a dispositional staff person as prescribed by the statutes under 938.069 and 48.069.
• Maintains a caseload involving clients with personal, family, or socioeconomic problems and attends to the related protection and safety needs through contacts in the home and community.
• Provides basic counseling, intervention and case management services. Coordinates the various social, community and mental health services received by the clients.
• Informs clients of available programs and services to meet their individual needs, and encourages participation in the most appropriate activities; or ensures participation in court mandated activities.
• Initiates and maintains contact with the courts, school, mental health and community agencies to assist individuals and families in need of a variety of human services.
• Attends and participates in staff development programs, including in-service training, staff meetings and professional seminars.
• May provide consultation to other social work personnel and paraprofessionals.
• May serve as a representative of the Social Service Agency to interested individuals, professionals and community groups.
• Acts as a department liaison and provide casework direction to providers of contracted services.
• Establishes and maintains effective working relationships with client’s families, caregivers, service providers, community agencies and the public.
• Prepares and presents detailed oral and written reports.
• Maintains detailed case records and develops and prepares statistical reports as required.

Education and/or Experience;

A degree from an accredited university or college in Social Work, Psychology, or other Human Services related field plus experience in child welfare, juvenile justice, children’s systems of care, or a related area; or any equivalent combination of education, training and experience providing the necessary knowledge, skills and abilities to perform the duties and responsibilities of the position. Wisconsin Social Worker Certification preferred. Valid Driver’s License.

Special Requirements:

Juvenile Intake Training, Coordinated Service Team Training, Child Protection Access/Assessment Ongoing Training.

Knowledge, Skills and Abilities:

Knowledge of applicable State and Federal rules and regulations and knowledge of the Juvenile Code, Children’s Code, and the Wisconsin Statutes pertaining to criminal law violations and other Statutes related to juvenile matters. Knowledge of and ability to utilize a computer and the required software. Knowledge of the techniques and the means of interviewing, counseling and investigating. Basic understanding of human growth and development, age appropriate behavior, knowledge of current social and economic problems and the way in which these problems affect individuals and families. Ability to interact with the Courts, law enforcement agencies, other county departments, county schools, families of juveniles, private providers and the general public. Ability to communicate effectively orally and in writing. Ability to facilitate group meetings. Ability to prepare and maintain necessary records and reports, prepare and maintain necessary records and reports, and interact effectively with clients, staff and the general public. Ability to fulfill physical demands of job, sensory demands (seeing and hearing) and cognitive demands (concentration, conceptualization, and memorization). Requires the ability to follow directions, apply appropriate agency policies, organize and complete projects in a timely manner, and be a team player. Ability to plan and organize work effectively, using good time management skills. Ability to maintain confidentiality. Ability to work flexible hours, including on-call. Ability to work the required hours of the position.

Technological Skills:

Over 75% of the time is spent driving, standing, sitting, talking, feeling, fingering (writing), light lifting and carrying (objects weighing 10 lbs.), using near vision, keyboarding, communicating orally in a clear manner, distinguishing sounds at various frequencies and volumes and ability to distinguish people or objects at varied distances under a variety of light conditions is required. Bending, squatting, climbing, reaching, and grappling; frequent twisting is required approximately 15% of the time. In unusual or non-routine situation, this position may be required medium lifting (20-40 pounds), and high pushing/pulling.

Over 75% of the time is spent inside. While performing the duties of this job, the employee is occasionally exposed to outside weather conditions. In some instances, this position may be at risk of verbal and/or physical attack or injury from clients. In unusual situations, situations of temperature changes, noxious odors and poor ventilation may exist. Going into clients’ homes, which may not be handicapped accessible, is required.
