SENIOR TRANSPORTATION ENGINEER, DIVISION OF HIGHWAYS

Kenosha County is seeking a Senior Transportation Engineer to join a dynamic Division of Highways engineering team. This position offers the opportunity to be part of a team that provides a collaborative environment, developing standard operating procedures for the Highway Division while experiencing the satisfaction of serving a fast-growing community.

This position provides a wide range of “hands-on” civil engineering and project management services within the Department of Public Works, which includes the Divisions of Highways, Parks, Golf, and Facilities. The position provides technical insight into a variety of civil engineering projects including, but not limited to, highway construction, bridge construction and inspection, storm water management, traffic controls, bicycle and pedestrian accommodation, etc. This position is responsible for successful completion of all phases of projects from initial planning through construction.

2024 Hiring Range: $82,625 – $98,363 annually

Position Summary and Job Duties
• Assists in development of an annual work plan and the 5-year Transportation Improvement Plan
• Develops and coordinates the development of CAD highway construction plan/specs for public bids and project management
• Conducts and coordinates traffic engineering studies on highways and intersections based on existing and projected traffic volume, highway capacity, accident data, access control, and all available resources
• Reviews plans and specifications for design and construction projects by consultants and makes recommendations to management with regard to optimization
• Performs and coordinates surveying and other technical field tasks necessary for project development and management
• Coordinates the development of right-of-way plats and coordinates acquisition of right-of-way in compliance with applicable laws
• Ensures compliance with federal and state environmental regulations with respect to road construction project impact on wetlands, storm water management, endangered species, historically and archeological significant considerations, and hazardous materials
• Organizes public hearings and project meetings to present and inform affected parties of the need and design of the projects
• Performs other duties as required or assigned

Success Factors
• Knowledge of the principles and practices of civil engineering including highway and bridge design
• Knowledge of CAD designing, project management, and administrative software
• Knowledge of WisDOT Facilities Development Manual procedures
• Knowledge of project specifics, applications, and background
• Skill in project management
• Skill in Microsoft Access and PC technology
• Ability to perform mid to upper-level analysis, including the ability to coordinate, strategize, systemize, and correlate data
• Ability to communicate effectively both orally and in writing
• Ability to establish effective working relationships with staff, county and other government officials, WisDOT, law enforcement, DNR personnel, SEWRPC, and the public
• Ability to use ESRI Arc GIS, Siemens TACTICS, and SAP Crystal reports
• Ability to keep accurate records
• Ability to remain professional and courteous at all times
• Ability to work respectfully in a diverse and inclusive environment

Job Requirements, Education, Training and Experience
• Possession of a Bachelor’s Degree in Civil Engineering or related field;
• Five or more years of progressively responsible professional civil engineering, project management, construction, maintenance, and repair experience;
• Or any combination of education, training, and experience which provides the required knowledge, skills, and abilities.

Licenses or Certifications
• State of Wisconsin Professional Engineer License
• Valid driver’s license with good driving record
