Sanitary Inspector
Job Summary
As an agent of the State to review, inspect, evaluate, and approve plans for Private Onsite Wastewater Systems including pressure systems to comply with the State of WI Dept. of Safety Professional Services 382, 383 & 385 and County Code Chapter 11 to ensure compliance resulting in quality surface and ground water resources. Regulate Shore land, Wetlands, Floodplain NR115 & NR 116 and County Code Chapter 22 & 23.
Essential Duties
Inspects the installation of private onsite wastewater treatment systems in potential hazardous conditions to ensure code compliance is achieved; performs field on-sites to verify and interpret soil pit test data in pits; recommends additional data required to the soil tester and installers.
Interprets and reviews soil test data, on-site wastewater treatment system designs and sanitary permit applications to ensure accuracy, completeness and compliance with applicable state and county codes; informs submitter of additional data required. As agent of the State, reviews, evaluates & approves plans for holding tanks & pressurized private onsite wastewater treatment systems for code compliance.
Investigates complaints of violations regarding faulty private onsite wastewater treatment systems, prepares paperwork, tracking and field on-site to encourage compliance by repairing or replacing system; monitors holding tanks to obtain accurate pumping reports.
Implements the Wisconsin Fund Grant Program; performs field investigations, verifies eligibility, calculates grant.
Assists Zoning Administrator with State private onsite wastewater treatment system Audit.
Provides instruction, guidance, and gives technical advice to plumbers, soil testers, and other individuals regarding on-site waste disposal; communicates with the public to provide information necessary for permit issuance, grant applications and code compliance. Also informs public on State definition of a failing private onsite wastewater treatment system for State Code 145.245.
Researches, interprets and enforces county land use ordinances (private onsite wastewater treatment systems, shore land, floodplain, wetland) and other applicable laws concerning on-site waste; reviews maps for compliance to the subdivision ordinance.
Prepares, schedules and enforces warrants and citations for private wastewater treatment systems in conditions that have exposure to potential contentious individuals; with escort of Sherriff’s Department.
Oversees that installers, soil testers and contractors are abiding by the code and tracking of information needed to document as-built installations.
Periodically inspects private sewage systems located within Brown County and records condition; maintains accurate record of inspection for future reference.
Issues and inspects Shore land permits.
Assumes additional responsibility based upon the needs of the office.
Minimum Qualifications Required
Education and Experience:
Bachelor’s degree from an accredited institution in Soil Science, Natural Resources or a related field, plus one year experience in soil evaluation; or any equivalent combination of education, training and experience which provides the necessary knowledge, skills and abilities.
Licenses and Certifications:
Valid Wisconsin Driver’s License
State of Wisconsin Certified Soil Tester
State of Wisconsin Certified Private Onsite Wastewater Treatment System (POWTS) Inspector
State of Wisconsin Certified POWTS Maintainer
Knowledge, Skills & Abilities
