Wage: $26.52 to $30.00 / hr

GENERAL FUNCTION
The position of the Real Property Lister performs duties under WI Statute 70.09, serves as the liaison between the county, WI Department of Revenue, WI Department of Natural Resources and the taxation districts for assessment and taxation purposes. Prepare and maintain accurate ownership and parcel description information, including writing abbreviated legal descriptions, create new parcel number information, process property transfers, maintain ownership names, addresses, acreage and assessment values. Provide support of the GIS coordinator in maintaining the county’s GIS. Assist in tax payment collection, receipts county department deposits and end of the day financial activities.

RESPONSIBILITIES
A. ESSENTIAL FUNCTIONS
1. Maintain real property land ownership records from recorded documents in the office of the Register of Deeds, updating address changes as necessary.
2. Assists attorneys, surveyors, appraisers, real estate personnel, utility companies, banks, governmental agencies and the general public requesting general real estate transaction, tax information, assessment and maps or mapping questions.
3. Creates parcel splits which includes calculating acreage, writing descriptions for assessment rolls and assigning parcel identification number (PIN).
4. Provides assessment and taxation information and computer services to assessors, municipalities and county offices.
5. Serves as coordinator between Wood County and taxation districts for assessment and taxation purposes.
6. Updates assessment rolls after each municipality has held Open Book and Board of Review.
7. Interpret “questionable conveyances” and determine whether the document or the language within the document is adequate to convey property and alter Treasurer’s records.
8. Review preliminary subdivision, condominium plats, and certified surveys for accuracy, content, and proper requirements. Report any possible land division violations to the Planning and Zoning Department.
9. Maintains county tax parcel maps.
10. Works closely with local and state offices of the DNR, DOT, DOR, DOA in identifying lands entered into the various state programs.
11. Responsible to know and practice the Safety Policies of the County. Perform all job tasks in a safe and prescribed manner.
12. Must be familiar with and exemplify the Wood County Core Values and serve with courtesy and respect in accordance with the Wood County Code of Conduct.

B. OTHER JOB DUTIES
1. Maintains files and records as appropriate and necessary for the office.
2. Serves the public in a friendly, courteous manner at all times.
3. Assists personnel in office with answering of telephones, receipting, recording and appropriating all payments made to the Treasurer’s office including tax collection when necessary.
4. Serves as a member of the Land Information Committee.
5. Any other duties as may be assigned.

EXPERIENCE, TRAINING, QUALIFICATIONS
Associates Degree in geography, cartography, planning, geographic information systems, computer science or a related field is required. A minimum of two years’ experience in surveying, title examination or property assessment desired. Experience with ESRI’s ArcGIS Desktop applications desired.

Basic everyday living skills are needed, as is the ability to understand Wisconsin Statutes pertaining to real estate assessment, taxation, surveying, highways and document recording, as well as follow oral and written directions. Must have knowledge of assessment and surveying practices. Reading and writing is needed to interpret and map legal descriptions from recorded conveyances. Must have the ability to interact courteously with the general public in person and on the telephone. Ability to work with limited supervision and make consistent decisions based on law and accepted practice.

Basic office equipment is used – computer, printer, calculator, copy machine, fax machine. Other technical equipment used – drafting and measuring devices (scales, compass, protractor).
