The Public Health Strategist – Asthma Care, reporting to the Environmental Health Manager, is responsible for coordinating and implementing the Kenosha County Public Health Asthma Safe Homes grant program to community members in Kenosha and Racine counties. This Strategist role is an engaged facilitator who promotes and builds relationships with community partners and families to make meaningful progress in addressing and preventing asthma. This grant funded position, funded through the State of Wisconsin through September 2026, is contingent on continued funding.

2025 Hiring Range: $58,657 – $69,263 annually

Position Summary and Job Duties
Grant Requirements
• Reduce client exposure to allergy triggers by conducting home assessments and providing education on strategies to reduce exposure to triggers
• Educate and collaborate with community partners to assist with the reduction of asthma as well as emergency department visits and hospitalizations
• Develop and maintain cooperative working relationships with external agencies and organizations such as fire departments, emergency departments, law enforcement agencies and behavioral health organizations
• Provide support and education to internal and external partners in area of expertise, partnering to implement programs
• Develop information, resources, and reports including work plans
• Identify populations negatively affected by events and crisis and the conditions, systems and structures that support these outcomes
• Assist in the development of information and resources for community education
• Collaborate and participate in local community organizational meetings to develop relationships with new and existing members and seek out new sources of funding
• Create relevant presentations to deliver to community-based organizations, local/state/national stakeholders at conferences, and members of Kenosha County Public Health
• Assist clients with establishing goals and outcomes with educational supports
• Refer clients to medical care and other community services
• Contribute to the development of grants and applications for funding public health programs
• Communicate grant activities and progress with other funders, community partners and groups as necessary
• Ensure adherence and compliance to the policies and procedures of the federal Health Insurance Portability and Accountability Act (HIPAA) regarding protected health information

Quality Improvement
• Continually seek out quality improvement opportunities to refine/enhance the diversity, equity, and inclusion of programs and services
• Assist with identifying, developing, and advancing public health interventions to improve social determinants of health and health equity in our community
• Assist in leading the division’s community health planning initiatives to promote individual and population health in program area
• Identify appropriate training opportunities to enhance knowledge on topics related to program area
• Support policies, procedures, guidelines, and standards of model programs and Kenosha County
• Participate in broader divisional orientation, training, and professional development workshops/education including the Community Health Improvement Plan (CHIP) and Strategic Plan
• Participate in weekly team meetings to receive updates on upcoming changes, new implementation protocols, and important internal issues that require immediate attention
• Review scientific evidence related to public health issues, concerns, interventions, and evidence based or evidence-informed practices

Data Collection, Analysis, & Reporting
• Collect data from a variety of sources and enter into multiple software systems
• Implement data collection methods and tools to evaluate the effectiveness of programs and services including working with partners for improved data sharing
• Identify and define populations of interest to develop health studies for specific target populations and programs for the community
• Adhere to the fidelity of model programs

Job Requirements, Education, Training and Experience
Required Education and Experience
• Bachelor’s degree in public health, public policy, health education or related field
Preferred Education and Experience
• Master’s degree in public health, public policy, health education or related field
• 2+ years of experience in community health, coalition coordination, program coordination, and/or functions related to the position
• Bilingual (English and Spanish)

Licenses or Certifications
• CPR certification obtained within 90 days of hire
Other Job Requirements
• Valid driver’s license and acceptable driving record
• Access to a vehicle for use in the performance of the job
• Availability for occasional weekend and evening work as required
• Availability to perform other work as required or assigned including but not limited to a 24/7 response during public health emergency situations and disease outbreak investigations
