Public Health Program Manager/Health Officer
Position Summary
This position is responsible for the administrative oversight, leadership, planning, development, and management of the programs and services of the Public Health Division in accordance with state and federal laws, rules, and regulations. Work involves advising staff as well as setting divisional policies, goals, and budgets under the direction of the Health and Human Services Director.
Essential Functions
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
1. Directs the work of and manages the staff of the Division. Interviews and selects new employees. Provides training and instructions and ongoing training needs. Assigns tasks, reviews work and prepares performance evaluations. Provides staff coaching/counseling. Recommends employee transfers, promotions, disciplinary action, and discharge; develops staff schedules.
2. Provides leadership and management to all assigned staff.
3. Identifies Staff Development needs; coordinates training.
4. Develops and recommends annual division budget to the Director; forecasts necessary funding for program needs, staff, and materials. Monitors budget, contracts, services, and other factors to ensure compliance; identifies problem areas and recommends refinements; authorizes expenditures; projects anticipated revenues; and monitors revenues/collections.
5. Develops, analyzes, reviews, negotiates contracts and budgets for the Division in consultation with the Health & Human Services Director and the Finance Department.
6. Develops, promotes, implements and refines new and existing programs.
7. Develops and implements policies and procedures for the Division. Ensures programs operate in compliance with County, State and Federal laws and regulations.
8. Develops long range program philosophy and programs to assist in meeting Health and Human Services Board strategic goals and initiatives as it pertains to the Division. Prepares and presents departmental reports to health and human services board.
9. Provides program orientation and technical training. This is accomplished through orienting new hires to the agency’s service delivery system. Directly provides on-going training. Consistently provides clear, concise directives. Responds to training needs timely so staff are informed before being assigned work requiring specific knowledge. Creates a learning environment that encourages employee growth and self-confidence.
10. Develops and maintains knowledge of program rules and regulations governing health and human service programs. The manager is able to access the information for reference in order to direct the work of others. Maintains an up-to-date knowledge base by reading program directives. Comprehends the impact these directives have on the service delivery system and proposes changes to incorporate new program criteria into existing practice for review by the Director. Updates procedures within the developed finalization process. Provides uniform training to staff on philosophy, policy, and procedures.
11. Participates effectively with other administrative staff in development and implementation of agency administrative policies to carry out the mission of the department.
12. Monitors quality service delivery through review of case records and statistical information.
13. Develops an annual work plan, submitting it to the Director with regular progress reports on the implementation of the plan.
14. Regularly and systematically collects, assembles, analyzes and makes available information on the health of the community, including statistics on health status, community health needs and epidemiologic and other studies of health problems.
15. Submits reports to the State Department of Health Services as required.
16. Prepares public health information for Health and Human Services Board as needed.
17. Participates on local coalitions to address county health needs and priorities.
18. Responsible for data integrity of public health records.
19. Other duties as assigned.
Knowledge, Skills, and Abilities
• Knowledge of state public health statutes and rules, local regulations and ordinances, standards of community health, knowledge in environmental and epidemiological sciences, and communicable diseases and emergency preparedness.
• Knowledge of current local and statewide social and economic issues and the way in which these issues affect families and individuals.
• Knowledge of human behavior and the basic principles, practices and ethics of public health nursing.
• Knowledge of program rules and regulations.
• Knowledge of laws, regulations, and practices pertaining to federal and state public assistance programs.

• Knowledge of the County and Department’s operating requirements, policies, procedures, and practices; and local, state, and federal regulations related to department programs and operations.

Required Education, Experience, Licensing, and Certifications
• Bachelor’s degree in Public Health, Environmental Health, Nursing, Physical or Biological Services or related field.
• Five years of experience in a public health agency.
• Previous supervisory or lead experience required.
• A Nursing Degree is preferred.
• Must successfully pass criminal and caregiver background checks.
