Position Summary: The Public Health Assistant performs a variety of clerical and financial duties to support the operations of the Vilas County Public Health Department. This position would assist with budget development and tracking various grant expenditures and revenues, including grants around COVID-19 response. All duties and responsibilities are performed under and subject to the direction of the Public Health Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Public Health Sciences Essential Duties and Responsibilities:
1. Assist in maintaining, inventory review, ordering, collecting and distribution of supplies and/or equipment.
2. Community Dimensions of Practice Essential Duties and Responsibilities:
1. Assists with gathering, i.e. surveys, organizing, and providing public health information and data on public health issues.
3. Leadership and Systems Thinking Essential Duties and Responsibilities:
1. Assists with projects that support public health interventions.
2. Adheres to Occupational Safety and Health Administration (OSHA) standards relevant to job duties, such as exposure to bloodborne pathogens.
4. Policy Development and Program Planning Essential Duties and Responsibilities
1. Provides technical support to develop and implement the community health assessment, planning, and implementation activities.
2. Adheres to ethical principles in the collection, maintenance, use, and dissemination of data and information.
5. Communication and Cultural Competency Essential Duties and Responsibilities
1. Answers telephones; screens phone calls, responds to inquiries and/or refers callers to appropriate agencies.
2. Assists in creating drafts, proofreading, and editing documents to ensure these follow the appropriate use of the English language and established procedures.
3. Process mail and email by attaching related correspondence or information before forwarding; responding to mail when appropriate; and maintain security and confidentiality.
4. Interacts in an effective and professional manner with persons of all ages and from diverse cultural, socioeconomic, educational, racial and ethnic backgrounds, sexual orientations, lifestyles, and physical abilities.
6. Financial Planning and Management Essential Duties and Responsibilities
1. Assists with clerical activities related to Department and/or programs according to Departmental policies and procedures.
2. Performs numerical calculations that involve cashiering, reconciling accounts, electronic claims submission, program billing, and/or other applications.
3. Assists with preparing and distributing accounts payable vouchers and expense checks.
4. Assists with submission of program budgets to PCA or WI Department of Health Services (DHS) as required and for mid-year and final report as required by grant and reconciles with actual costs.
5. Assists with preparing financial summary for annual report.
6. Collects all fees from general public following HD policy including water testing, immunizations, TB testing, Radon kits and others.

1. Performs public health emergency response duties as assigned and consistent with job classification and training provided, in response to threats to the public’s health.
2. Participates in Department and community emergency response training and drills in support of disaster preparedness consistent with job classification.
3. Assumes responsibility for own professional growth and development by pursuing education, participating in professional committees and work groups and contributing to a work environment where continual improvements in practice are pursued.
4. Performs other duties as assigned consistent with job classification.

Knowledge, Skills and Abilities:
• 2-year degree in accounting/bookkeeping or related field is preferred. Or 1 year of college in similar field and 2-years work experience in account. In addition to education, 1-3 years’ experience working in an office setting and understanding of governmental account is required.
• Knowledge of the rules, regulations, policies and program procedures of the Public Health Department.
• Expertise in working with the governmental accounting system.
• Must be proficient in computer skills that include: Microsoft Word, Excel, Outlook, and Publisher.
• Ability to learn and become proficient using various Public Health and private databases and software programs.
• Ability to communicate effectively with County employees, other officials, and members of the public.
• Must be able to meet deadlines, work accurately and efficiently, and work cooperatively with difficult people.
• Ability to perform job duties accurately and effectively without constant supervision or specific assignment.
• Ability to compile, analyze, record and assemble data and information in a meaningful and effective manner.
• Ability to devise methods and procedures for handling unusual or complex situations and assignments.
• Must be proficient in, and display: organization, prioritization, written and interpersonal communication, moderately difficult math skills, and knowledge and use of contemporary office procedures and equipment.
