General Summary
The Lead Park Maintenance Technician is responsible for overseeing and executing a broad range of maintenance and operational tasks within the County’s parks system. This role requires a hands-on approach to both leadership and technical duties, ensuring that park facilities are safe, well-maintained, and accessible to the public. Reporting directly to the Parks Manager, the Lead Technician is pivotal in planning and directing the daily activities of the maintenance crew, managing resources, and responding to both routine and urgent maintenance needs. The role demands a strong mechanical aptitude, excellent organizational skills, and the ability to work effectively under pressure, particularly in emergency situations. A commitment to safety, effective communication, and a readiness to address unscheduled call-ins are key expectations.

Duties and Responsibilities

Essential Job Functions
1. Directs and manages daily planning of crew assignments, both limited term employees and full-time employees within the Parks Division. Maintains close liaison with Department Administrative assistant planning and scheduling events throughout the Parks system.
2. Performs preventative maintenance scheduling, minor repairs as necessary, and records in the Computerized Maintenance Management System.
3. Oils and greases electric and other motors, performs minor/moderate repairs as necessary.
4. Maintains plumbing equipment such as pipes, valves, faucets, pumps, and pneumatic sink and shower modules.
5. Maintains and repairs boat launch electronic pay stations.
6. Maintains boat launch sites to include boat docks, private aids to navigation, and wave attenuators. Work with the Park Manager to schedule installations and removals.
7. Maintains and repairs pit toilet locations, including scheduling required to pump out and electrical equipment, including but not limited to switches, lights, pole lights, and solar energy equipment.
8. Operates and repairs tractors, skid steer, snow blowers, lawn mowers, weed eater, hedge trimmers leaf blower/vacuum and articulating lift.
9. Ability to follow all safety rules and procedures.
10. Research and locate parts at most cost-effective prices for repair and maintenance.

General Job Functions
1. Performs various Park-related missions including cutting grass, trimming shrubs, shoveling snow, and performing various grounds and mechanical maintenance and positive public relations tasks.
2. May perform duties of Custodian as needed.
3. Keeps maintenance records on a variety of Facilities & Parks equipment.
4. Arrange for the purchase of maintenance supplies and equipment as directed.
5. Responsible for carrying issued cell phone and responding to calls as assigned.

Requirements

Required Training and Experience
1. High School diploma or equivalent.
2. One (1) or more years of progressive experience in park or facility maintenance. Emphasis on mechanical, plumbing, and landscaping.
3. Valid driver’s license with CDL endorsement (class A and B) or ability to obtain within twelve months of hire.
4. Must possess a valid driver’s license.

Preferred Training and Experience
1. Two (2) or more years of supervisory experience, with the ability to manage a diverse team in a dynamic work environment.

Knowledge, Skills, and Abilities Required
1. Knowledge of occupational, environmental, and facility hazards and safety precautions in facility maintenance.
2. Ability to read blueprints and construction documents.
3. Ability to read, follow instructions, and communicate both verbally and in writing.
4. Capable of establishing and maintaining effective working relationships with fellow workers and other county employees and supervisors. Coordinate work projects with other departments.
5. Ability to follow safety rules and procedures.
6. One to three years of progressive work experience in the maintenance area, with an emphasis on mechanical, plumbing, and electrical work. Needs to have computer internet search skills.
7. The following list is not exhaustive but only provides examples of tools and equipment operated: calculator, copy machine, measuring devices, hand tools, automobile, truck, material handling equipment, lawn mower, snow blower/plow, tractor with loader, brush and articulating boom lift, skid steer operations. Personal protective equipment includes but is not limited to eye and ear protection, safety harnesses, breathing apparatus, and hand protection (gloves).
8. Ability to work within established project budgets.
9. Ability to use tact and courtesy in maintaining an effective working relationship with department employees, officials, and the general public.

Physical & Working Conditions
Approximately 50% of the time worked is spent standing. Approximately 25% of the time worked would include walking or crouching or listening or using near vision, lifting, carrying, pushing or pulling, and handling tools or equipment. Approximately 10% of the time worked includes sitting or stooping or kneeling or climbing or talking or lifting objects from 10 lbs. to 80 lbs. or carrying objects weighting 10 lbs. to 40 lbs. or pushing objects weighing 10 lbs. to 50 lbs. or handling tools or equipment.

Approximately 30% of time worked is spent indoors and 70% of time worked is out of doors. In unusual situations, work is performed in extreme cold, extreme heat, in humid conditions, with noise that may require hearing protection and exposure to vibrations. Hazards include but are not limited to electrical, mechanical, chemical, heights, burns, and physical attacks, but they are minimized or eliminated by following proper safety procedures.
