Position Summary

This position is responsible for assisting the Solid Waste/Recycling Administrator with the daily operations of the Solid Waste/Recycling Department in compliance with State, County, and Federal regulations and assists in the organization and implementation of various grant programs.
Essential Duties and Responsibilities
Assists with the planning of daily solid waste and recycling routine and schedule of shipments of collected recyclables.
Facilitates processing and baling operation (solid waste, cardboard, tin, plastic, paper products, glass, scrap metal etc.)
Operates, maintains, and cleans equipment (baler, bale hauler, multi-purpose loader, forklifts, dozer, truck scale, hook trucks, roll-off collection boxes, computer, office equipment, etc.)
Maintains safety practices, procedures, and standards.
Facilitates training of new employees, solid waste haulers, and municipal workers of county program.
Assists with sorting and cleaning at material recovery facility; loads trucks for shipments.
Completes scheduled cleaning and maintenance of facility and equipment.
Assists in planning and implementing various programs and grants.
Answers questions, receives complaints and requests from the public.
Provides information to the public regarding operation schedule, procedures, and acceptable/unacceptable materials.
Related Job Functions
Responsible for working safely and following safety practices and standards of the facility; responsible for reporting and/or correcting any existing or potential safety hazards.
Responsible for advising supervisor if valid driver’s license and good driving record are not maintained.
Responsible for operation and maintenance of all trucks and equipment.
Establishes and maintains effective working relationships with co-workers and others.
Attends staff meetings and training sessions
Perform basic office duties such as: computer and other office equipment operation, records maintenance, reporting, and recording.
Performs related work as required or directed.
Physical Demands
Ability to operate a waste baler, waste hauling truck, waste compactor, and related equipment and supervise others performing these functions.
Ability to safely work with hazards such as: heavy equipment, moving vehicles, dust, gases, fumes, odors, temperature extremes, and noise.
Must be physically capable of lifting, pushing, and pulling for extended periods of time.
Ability to frequently work at heights above 12 feet.
Ability to sit, stand, and move around for extended periods.
Proficiency in keyboarding and using office equipment such as computers, printers, and copiers.
Visual acuity to read printed materials and view computers screen.
Manual dexterity to operate office equipment and perform tasks such as filing and organizing paperwork.
Ability to communicate with the public and Vernon County staff in-person and on the phone.
May occasionally handle stressful situations and short deadlines.
Involves minimal potential for direct exposure to blood or body fluids.
Education and Training Requirements
Graduation from an accredited high school, or GED. Landfill Operator Certification preferred. May be required to obtain a Landfill Operator Certification, from the WI DNR, at the discretion of the Solid Waste Services Director. Vocational/Associate degree in related field preferred. One year of experience operating a variety of heavy equipment. Preference for mechanical background. In evaluating candidates for this position, the County may consider a combination of education, experience and training that provides the necessary knowledge, skills, and abilities to perform the duties of the position. Those driving County vehicles must have and maintain valid Wisconsin driver’s license and good driving record. Class ABC commercial driver’s license required when operating equipment off grounds.
