Job Summary
Manages, supervises and coaches the Systems and Application Support staff. Responsible for the overall applications and systems environment. This includes but is not limited to financial systems, clinical systems, law enforcement systems, SharePoint, VMS and camera environment, Web Servers, Microsoft SQL, and general subject matter expert application support. Manages day to day budget. Prepares annual and long-term budget and strategic planning. Works with IT management team to set IT strategy for the county. Ensures daily operations align to Information Technology and County goals and objectives.

Essential Duties
ESSENTIAL DUTIES:

Oversees emerging enterprise application technology strategy, development, and deployment.

Responsible for planning, coordinating, and supervising all activities related to the design, development, implementation, maintenance, upgrade, and support of Brown County information systems and software applications.

Schedule and assign projects and/or tasks to staff, establishing and monitoring goals and objectives.

Ensure appropriate life cycle management on all key applications and systems. Review and analyze existing applications and systems effectiveness and efficiency. Identify, review and analyze chronic/potential problems, security issues, performance issues and/or scalability concerns. Develop strategies for improving or leveraging these applications and systems.

Collaborate with other areas of IT, system owners and other stakeholders in testing new/modified software releases, ensure resolution of errors when applicable.

Ensure the security, business continuity, and backup of key systems and applications.

Define, maintain and create standards, guidelines, policy and quality of service (QOS) criteria for Brown County systems and applications. Communicate the standards, guidelines, policy and QOS criteria to IT staff, County staff, vendors, customers and partners.

Research and evaluate software, systems, services or technologies which support business objectives such as improving: ROI, security, performance, improving County operations and reducing costs. This includes identifying possible disruptive technology during the annual planning process.

Plan, architect, implement, document, and maintain mission critical, life safety applications and systems such as 911, Computer Aided Dispatch and Electronic Medical Record (EMR) systems, including data backup.

Provide disaster recovery planning for the County’s Systems and Application. Consult with departments to establish contingency planning in case of disaster, monitor and test plan to ensure effectiveness.

Serves as a liaison with Infrastructure team to assist with quality assurance, resource connectivity, application/server tuning and problem solving.

Leads the Systems and Application security, ensuring legal and regulatory compliance. Establishes, maintains, assists with and ensures security practices to prevent unauthorized access from internal and external forces. Reviews security reports and maintains compliance.

Manages security and operational incidents, including troubleshooting, and vendor or partner escalation. Performs after action review to mitigate risk and/or improve security and/or operations.

Coordinates, leads, architects and manages all Brown County application and systems, including SharePoint, key systems and Web services.

Assists with and leads portions of the strategic planning, budgeting, operations, and management of the IT Department

Responsible for project management for IT related projects. Serve as a subject matter expert and/or technical solution architect on complex project implementations.

Ensures development, maintenance and dissemination of system and application documentation.

Ensures that development projects meet business requirements and goals, remain on or under budget, fulfill end-user requirements, utilize security best practices, and identify and resolve systems issues.

Manage the purchase/implementation or development/deployment of new applications, systems software, and/or enhancements to existing applications throughout Brown County. This includes maintaining the application inventory. Research and make recommendations on software products and services in support of procurement and development efforts.

Ensure that any new software integration into Brown County systems meets functional requirements, security compliance, backup and interface specifications.

Manage, assign tasks, supervise, and evaluate the daily operations of the Systems and Applications Team. Mentor, coach and guide the Systems and Applications team.

Complete reviews, coaching and education plans for each supervised team member.

Clearly communicate goals and objectives to subordinate staff, partners, leaders, vendors and customers.

Manage day to day operational budgets. Propose, prepare, establish, monitor and manage team department and project budgets. Propose and assist with long term budget planning.

Provide direction and guidance for the Systems and Applications team in support of County operations.

Ensure successful, timely completion of incidents, projects, Help Desk work orders, and system and application maintenance.

Establish and maintain effective working relationships with staff, all levels of County employees, customers, other government representatives, consultants, and vendors.

Provide technical leadership and support to project managers, IT staff, customers and business partners.

Ability to work independently, leading teams, with little or no direct supervision or guidance and perform day-to-day operations aligned to Department and County goals.

Serves on-call 24-hours a day/seven days a week to respond to service calls for the entire County. Assures on-call team coverage 24 hours a day, 7 days a week to respond to emergency situations for the entire County and outside entities.

Reads, attends technology workshops and training sessions to obtain information and maintain knowledge regarding latest Application and System advancements.

Minimum Qualifications Required
Education and Experience:

Bachelor’s degree in Computer Systems, Computer Science, or related field preferred, plus 7 or more years progressive experience in information systems; or any equivalent combination of education, training and experience which provides the necessary knowledge, skills and abilities to successfully meet the responsibilities of the position. Three years of supervisory experience is also required.

Licenses and Certifications:

Valid driver’s license

Fingerprint/background clearance required.

Applicable Microsoft certification(s) preferred

Applicable Application Certifications preferred

Direct, hands-on experience with automated software and system management tools.

Extensive experience with core software applications including financials, inventory, records management, imaging technology, and specialty applications.
Conceptual knowledge of programming languages and concepts.
Good project management skills and/or substantial exposure to project-based work structures, project lifecycle models, etc.
Knowledge of database design and file management techniques.
Ability to conduct research into application development issues and products.

Must move about in an office environment to retrieve items from printers, attend meetings, etc. May need to travel to other County facilities to attend meetings.
