ISRS – CCS/CLTS PROGRAM SPECIALIST
Overview
FLSA: Non-Exempt This role is responsible to assist in the training and technical assistance of contracted providers and internal staff within the Comprehensive Community Services (CCS) and Children’s Long-Term Support (CLTS) programs. Employee is also responsible to organize, track, and monitor personnel documents for contracted providers to ensure program compliance. Employee assists, alongside program supervisors, in developing tools and tracking program outcomes.

Essential Job Functions
Trains internal staff, contracted providers, and community partners regarding Comprehensive Community Services (CCS), Coordinated Services Teams (CST), and Children’s Long-Term Support (CLTS) programs. Training may include onboarding of new staff regarding program overview requirements and ongoing training based on trends or needs of providers.
Provides outreach to community agencies to assist with increasing vendor service array options.
Coordinates process improvement projects to meet the clinical and statutory guidelines of the program.
Helps organize, track, and evaluate data and outcomes.
Assist vendors in understanding and implementing billing standards/practices including state requirements within the CCS/CST/CLTS programs.
Serves as a vendor liaison regarding administrative and clinical communication updates.
Organizes and monitors provider personnel documents to ensure program compliance.
Performs data entry of CCS/CST/CLTS programs into data management systems/spreadsheets.
Assists vendors and Human Service employees with CCS/CST/CLTS program related questions and/or issues.
Assist with consumer and program feedback surveys.
Develops efficiencies using training and data tracking systems and processes.

Knowledge, Skills and Abilities
Clear and concise written and oral communication, with ability to clearly translate program standards and expectations.
Ability to train both internal and external partners on core competencies and other relevant topics, through dynamic and inclusive methods, aligned with values and vision of the Section and Department.
General understanding of physical and developmental disabilities, mental health and substance use disorders.
Statutory knowledge of DHS 36, DHS 46, Forward Health manuals for Psychosocial Community based services, and Home and Community Based Waivers services. Ability to clearly differentiate and guide vendors and staff through the intricacies of these detailed programs and mandates.
Ability to identify and create tools, troubleshoot, and create efficiencies for vendors and staff based on identified trends.
Ability to help others understand and navigate technical systems.
Knowledge in data management and ability to organize and develop tracking methods of complex data sets.
Ability to synthesize and present data/documentation, as well as provide accurate and understandable reports.
Ability to maintain effective working relationships with internal and external partners.
Ability to adapt to ongoing changes.
Training, Experience and Other Requirements
Excellent interpersonal, oral, and written communication skills for working and collaborating with a variety of internal and external partners.
Two years of related experience within organizations that serve a client population with diverse human services needs.
Computer literacy and experience using database software.
Training and experience related to CCS and CLTS programs is helpful.
