HIRING RANGE: $68,895-$76,549/Yr.
STATUS: Full-Time

WORK HOURS: 8AM-4:30PM, M-F

PURPOSE AND SUMMARY:
Position serves as liaison between Information Technology (IT) and Human Services. Manages data systems, issue troubleshooting, and process change support. Primary responsibilities include supporting Human Services end users, security delegate, data reporting, and problem resolution.
ESSENTIAL FUNCTIONS:
1. Administers, monitors, and maintains security to internal and external software products within Human Services. Coordinates system needs and enhancements, test updates, prepares new and existing reports, provides technical assistance, and troubleshoots as needed.
2. Conducts a variety of analytical and operational studies regarding departmental and programmatic activities. Performs data and trend analysis and provides summary information to management team. Designs, builds, and maintains recurring and ad hoc reports using business intelligence tools.
3. Coordinates and completes various state reporting processes including data extraction, validation, submission, and remediation. Provides technical and other professional support including report writing, procedural documentation, instructional communication, and software training.
ADDITIONAL ESSENTIAL DUTIES:
1. Performs responsible and complex analytical work involving the use of independent judgment and personal initiative.
2. Ensures data reporting compliance to various state systems in a timely manner.
3. Works with department management to facilitate electronic health record upgrades and maintenance.
4. Helps staff test new software systems or changes to current systems.
5. Ensures documentation and manuals are maintained and updated for the Human Services Administration Division.
6. Plans, organizes and prioritizes projects and tasks in order to meet strict deadlines and adjust to changing priorities.
7. Actively engages in problem solving across agency as related to position scope.
8. Addresses and resolves conflict and manages stress in a professional manner, including actively engaging in professional and personal activities which help mitigate the impact of secondary traumatic stress.
9. Performs other related duties as may be assigned.
WORK RELATIONSHIPS:
1. Reports to Deputy Director of Human Services.
2. Works with Human Services staff department-wide, other County departments, and State contacts. Coordinates with Winnebago County Information Technology department for systems used in Human Services department and external providers as needed.
REQUIRED EDUCATION, EXPERIENCE, TRAINING, AND CERTIFICATION:
1. Associate’s degree or higher, Bachelor’s preferred, preferably in Computer Science, Data Analytics, Information Systems, or a related field.
2. Three or more years’ experience in the public sector or similar setting preferred.
3. Must provide evidence of meeting or exceeding Winnebago County automobile insurance policy requirements.

2. Experience building complicated reports and dashboards from enterprise software.

9. Ability to administer and support the Electronic Health Record software.

PHYSICAL REQUIREMENTS:
1. Ability to perform most work from a sedentary position.
2. Ability to function in situations encountered in a normal office setting.
3. Ability to use standard office equipment including telephone, computer, printer, photocopier, and scanner.
4. Ability to travel to other County departments and locations.
