Do you possess strong Human Resources skills and a desire to work in a health care setting and support the great community that resides in Portage County? Portage County has a part-time (20 hours per week) opportunity to work in our Health Care Center as an Human Resources Advisor!

Summary of Position

This position performs professional, administrative work in a variety of Human Resources functions. The primary responsibilities of the position include assisting the Portage County Health Care Center (HCC) with generalist human resources functions including but not limited to: recruitment and selection, performance management, benefits administration, human resources administration and training.

What are the job duties?

Recruitment & Selection

Review requests for refill to ensure position is available and is the most efficient and effective refill of a position.
Screen applicants for minimum qualifications and refer the most qualified candidates to HCC management staff.
Schedule interviews, assist and participate in interviews with candidate and HCC management staff.
Conduct reference checks and assist the HCC office staff to ensure completion of the Background Disclosure Form (BID) from interviewees and complete background checks.
Provide HCC management staff with hiring recommendations.
Work with HCC management staff, office staff, and human resources to ensure the completion of offer and rejection letters.
Assists in scheduling pre-employment screenings. Conduct human resources orientation for new hires.
Conduct exit interviews with staff resigning employment with the HCC.
Performance Management

Assist managers with the performance evaluation program and send out reminders as necessary.
Monitor, track, and assist with attendance policy management.
Assist HCC management staff in personnel related investigations.
Recommend appropriate discipline, update the Assistant Human Resources Director prior to issuance of discipline, and assist in issuance of discipline and employee coaching when necessary.
Benefit Administration

Assists in communicating benefit information to HCC employees and answering any questions.
Assists the human resources department in appropriate administration of applicable benefits for HCC employees.
Assists the Assistant Human Resources Director in FMLA Administration.
Human Resources/Payroll Administrative Functions

Assists in day-to-day administration of Human Resources Policies and procedures and personnel related department work rules and procedures. Makes recommendations for changes to any applicable policies and procedures.
Assists HCC management staff in administration of Kronos Scheduler software.
Maintains personnel records and payroll records in UKG (Kronos) software. Assists with system administration as needed.
Reviews daily attendance exception reports and coordinates with HCC management on outstanding issues to be corrected in payroll.
Coordinates review of payroll on a bi-weekly basis to ensure compliance with County payroll policies and rules. Facilitates corrections as needed.
Participates in administrative staff and other meetings regarding personnel matters.
Develops and maintains records and reports as required by the Human Resources department.
Attends Human Resources Committee meetings and Health Care Center Committee meetings as required.
With the approval of the Assistant Human Resources Director or designee, develops and revises Human Resources forms, systems, procedures, and methods of record keeping.
Maintains compliance with federal and state regulations concerning personnel matters.

What are the minimum requirements?

Associate degree in human resources, business administration or related field required, bachelor’s degree preferred.
Three to five years work experience in the human resources field, within a long term care setting preferred.
SHRM or HCRI certification a plus.
Experience in hiring, benefit administration, discipline, and coaching strongly preferred.
Experience with computers and office procedures required.
Any combination of education and experience necessary to perform the essential function of the positions.
