As a team leader, HUD-Lead Project Coordinator coordinates day-to-day operations of a Housing and Urban Development (HUD) funded lead abatement program to assist in eliminating childhood lead poisoning. This position is responsible for the implementation, coordination, and evaluation of program activities. Role responsibilities include field work, maintaining knowledge of State of Wisconsin DHS 163 and HUD guidelines, and overseeing and ensuring compliance of file maintenance, project construction management, and reporting. This position reports to the Environmental Health Project Manager.

2026 Hiring Range: $72,961 – $86,858 annually
Position Summary and Job Duties
• Coordinate and facilitate all activities of the Live Lead Safe Program
• Provide leadership and direction to program staff, property owners, lead abatement contractors and parents to achieve the goals and objectives of the project
• Ensure development and accuracy of monthly, quarterly, and annual reports
• Monitor grant contract progress, outcomes, and objectives in order to successfully meet grant benchmarks
• Monitor program budget and understand appropriate use of grant funds
• Develop and maintain program policies and procedures
• Work with the outreach team to develop and maintain marketing and social media presence within the community
• Participate in the hiring process of program staff
• Conduct annual performance evaluations for each team member
• Collaborate with internal programs and external partners
• Ensure projects remain on track and are completed in a timely manner and in accordance with all program, State, and HUD rules and regulations
• Provide support to program staff and guidance to property owners, tenants, and contractors
• Adhere and comply with policies and procedures of the Federal Health Insurance Portability and Accountability Act (HIPAA) regarding protected health information
• Perform other work as required or assigned
Success Factors
Knowledge of:
• Knowledge of lead-based paint hazard reduction activities and State of Wisconsin DHS 163
• Calibration procedures and proper cleaning and sterilization techniques
• Inventory management
• How to research and learn new techniques and methods in testing
• Standard Operating Procedure processes and how to follow step by step specific instructions
• Drinking water and beach water testing methods with the use of reagents and instrumentation; drinking and beach water contamination and protocols to follow
• Microbiology growth medium and how it is used
• Diagnostic screening and confirmation testing for communicable diseases
• Safety protocols for hazardous and biologically contaminated materials
• Forensic science testing methods, particularly in seized drug testing and toxicology
• Mechanical aptitude and knowledge to maintain and repair laboratory equipment
• General court proceedings
• Drugs and how to handle dangerous substances

Ability to:

• Understand and communicate technical concepts as they relate to residential construction, rehabilitation, lead abatement and research

Job Requirements, Education, Training and Experience
Required Education and Experience
• Bachelor’s degree from an accredited college or university with course work in environmental health, engineering, public health, urban planning or a closely related field
• 1+ years of supervisory experience
Preferred Education and Experience
• Bilingual in English and Spanish with the ability to communicate fluently with Spanish speaking clients is highly desirable
• Experience with residential construction
• Knowledge of lead-based paint hazard reduction activities and State of Wisconsin DHS 163 highly desirable
Other Job Requirements
• Valid driver’s license and acceptable driving record
• Access to a vehicle with active automobile insurance for use in the performance of the job (mileage reimbursement provided)
Licenses or Certifications
• Certification as a State of Wisconsin Lead Risk Assessor, or ability to obtain within 90 days of hire; must be maintained throughout employment
• Certification as State of Wisconsin Lead Abatement Supervisor, or ability to obtain certification within 6 months of hire; must be maintained throughout employment
