Job Title: Assistant Deputy Director
Hours: Regular Full-Time/40 hours per week; Monday-Friday
Pay Range: $19.10 – 20.19 per hour, based on experience; plus, longevity, if applicable
Department: Lafayette County Housing Authority
Reports to: Housing Authority Executive Director
FLSA: Non-Exempt

Position Summary:
This position will investigate prospective tenants and current tenants to determine initial and ongoing eligibility for public/low-income housing. Candidates must be able to act in a self-directed manner in the absence of the Executive Director and Deputy Director. Candidates need to be extremely organized, have the ability to prioritize many projects and duties, and must be able to work with frequent interruptions.

Essential Functions:
• Facilitates constructive relationships between tenants and Housing Authority
• Must be able to work independently or with minimal supervision
• Receives initial or reactivated applications for Multi-Family Housing, Low-Income Housing Tax Credit Programs and Section 8 Rental Assistance Programs.
• Investigates prospective tenants to determine eligibility for public/low-income housing
• Advises applicant on eligibility requirements, methods of selecting tenants and housing opportunities
• Verifies applicant information by contacting employers and public and private health and welfare agencies
• Computes rent in proportion to applicant’s income
• Receives and records security deposit and advance rent from applicants/tenants
• Conducts annual, interim and special housing reviews with tenants
• Must be able to work with TenMast software on a daily basis
• Assists in gathering information for annual audits
• Submits reports to PIC and HUD as necessary
• In absence of Executive Director, must be able to work with Deputy Director in handling all tenant issues, all building issues, and complete board meeting agendas, reports and minutes of meetings
• Writes and administers grants for programs
• Must be able to work with Housing Authority Board members
• General office work including, but not limited to: bookkeeping, typing, auditing, keeping records, operating various office machines
• Answers telephone and greets general public
• Maintains rent ledger and security deposit ledger
• Creates and distributes bi-monthly newsletter to tenants and board members
• Orders supplies as needed
• Maintains tenant files
• Coordinates tenant activities
• Assists Executive Director and Deputy Director in the investigation of and obtaining funding options for existing programs and the development of new programs
• Accompanies and assists Executive Director in annual building inspections and Housing Quality Assurance Inspections

Required Qualifications:
• High School diploma
• Knowledge of computers and various Microsoft Office computer software programs
• Possess a friendly and outgoing personality; must be respectful and courteous
• Able to work with demanding clientele; must be able to work in an office environment with frequent interruptions
• Detail oriented and have strong data entry, accuracy and accounting skills

Preferred Qualifications:
• Associate’s degree in accounting, business administration and/or an advanced administrative assistant program or have equivalent work-related experience preferred
• Knowledge of WHEDA, HUD, and/or Section 8 Rental Assistance programs preferred
• Certified Occupancy Specialist (COS) designation preferred; or be willing to obtain within 6 months of hire
• Tax Credit Specialist (TCS) designation preferred; or be willing to obtain within 6 months of hire
• Knowledge of TenMast software
• Previous experience in real estate, housing authority, and/or office
