GENERAL STATEMENT OF DUTIES: Perform Construction and Maintenance work on State, County, and other local roads throughout Pepin County, as well as other related work, all under the supervision of the Working Foreman. The Highway Maintenance Operator performs duties of the Maintenance Worker plus additional skills and experience for advanced heavy equipment operations and specialized road building knowledge.

DUTIES AND RESPONSIBILITIES:
The following duties are typical for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned by foreman or commissioner.

• Winter Maintenance activities to include; plowing snow and applying salt or sand utilizing multi axle dump trucks with plows, wings, underbody plows, spreaders, and liquid applicators.
• Additional Winter Maintenance activities to include; shoveling bridges, snow fencing, anti-icing and producing salt/sand
• Roadway Maintenance activities to include; patching, shouldering, crack filling, chip sealing, sign repair, guard rail repair, graveling, litter pickup, ditch mowing, brushing, culvert cleaning, wayside maintenance, bridge maintenance, and other related activities
• Road Construction to include all phases of construction including; hauling materials, culvert replacement, ditch cleaning, shaping, seeding, signing, flagging, paving, shouldering and other related activities
• Roadway inspections; evaluate roadways to identify and report or address potential hazards such as potholes, missing signs, damaged or plugged culverts, shoulder drop offs, damaged guardrail, or other hazards.
• Operate specialized heavy equipment proficiently and according to project specifications
• Apply advanced knowledge of road maintenance and construction standards
• Utilize and follow resources such as MUTCD, Highway Maintenance Manual, Work Zone field manual, county policies, and other appropriate resources for proper procedures
• Utilize available county GIS and asset management resources for signs, culverts, bridges and related items.
• Storm Damage and accident repair which may be necessary during off duty hours and may include clearing fallen trees, replacing damaged signs, repairing damaged guardrail, clearing or sweeping roadway
• All of the above duties are to be performed with a variety of specialized heavy duty equipment, multi axle dump trucks, hand tools, and physical labor.
• An employee in this class will have advanced equipment operating knowledge and experience in specialized equipment including:
o Paving operations, including operating paver and roller
o Chip seal applications, including operating chip spreader
o Grading and shaping operations, including ability to maintain cross slopes and reading grade stakes and plans
o Excavating operations, including operating excavator to replace culverts and clean and shape ditches
o Bulldozer operation
o Function as team leader when necessary to assist foreman in directing and training other staff in highway department activities
• Acquire flagger training certification and perform Traffic Flagging Operations according to current standards.
• Perform inspection, daily maintenance, and minor repairs on county owned equipment.
• Document daily pre/post trip inspections as required for on-highway vehicles
• Report equipment repair and maintenance needs to Operations Manager or Mechanic
• Buildings and Grounds maintenance activities to include mowing, snow removal, cleaning, and related activities
• Perform all activities in a safe manner, identify potentially unsafe operations and report to foreman or commissioner to help ensure a safe working environment
• Required to document time worked and activity performed on each job, as well as materials used. This is required to be entered electronically.
• Attend training as required
• May be required to assist and help train new staff.
• Does work as required by Working Foreman, Operations Manager or Highway Commissioner.
• Must be available for call-in for winter snow and ice removal and other emergency and non-emergency situations.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

• Knowledge of roadway construction and maintenance operations.
• Knowledge of construction materials including asphalt, concrete, aggregate, culverts, signs, culverts.
• Knowledge of laws and procedures for hauling materials and equipment
• Ability to utilize resources such as MUTCD, Highway Maintenance Manual, Work Zone Safety Manual and county policies
• Knowledge and ability of safe operation of heavy duty trucks and equipment
• Ability to safely operate a variety of hand tools such as chainsaws, shovels, drills, wrenches, hammers, brooms, ect.
• Knowledge of operation and maintenance of assigned equipment and machinery
• Advanced knowledge of road maintenance and construction techniques
• Ability to direct members of team to complete projects
• Ability to effectively communicate using face to face verbal, written, phone, and two-way radio methods
• Knowledge of work zone safety
• Knowledge and ability to properly use of Personal Protective Equipment
• Ability to take and follow written or oral directions, and carry assignments out in a timely manner.
• Ability to work independently with minimal supervision; take responsibility for quality and timeliness of work; complete assigned tasks and report progress
• Ability to work as a member of a team
• Ability to train new staff in the necessary skills needed
• Ability to maintain a professional demeanor when dealing with the public
• Ability to work assigned hours of the position, and availability to work flexible hours including evenings, nights, weekends, and holidays due to adverse weather conditions, construction projects, or other emergency service.
• Must be dependable and in good physical condition

MINIMUM QUALIFICATIONS:

• Valid Class A, B, C Commercial Driver’s License with “N” tanker endorsement
o Without E or L restrictions
• Experienced in using Heavy Equipment such as graders, pavers, bulldozers and specialized equipment
• Experienced in Roadway Maintenance and Construction

ACCEPTABLE EXPERIENCE AND TRAINING:

Experience performing laboring tasks in the operation of road equipment and in road construction of maintenance and completion of a standard high school course; or any combination of experience and training which provides the required knowledge, skills and abilities.

PHYSICAL AND ENVIRONMENTAL FACTORS:

Ability to safely lift up to 100 pounds occasionally and up to 50 pounds frequently is required. Lifting, carrying, pushing, pulling, climbing, balancing, stooping, crouching, and kneeling required. Ability to work outdoors with exposure to outdoor elements (hot, cold, wet, etc.)
