Summary:

This position supervises and performs skilled work of a varied nature involving the operation of many types of motorized equipment and performing physical labor in the construction, repair, clearing and maintaining of state and county highways, and local roads and right-of-ways.

Essential Functions of the Position:

-Provides leadership, motivation, and direction to work crews to ensure timely and quality work completion in a safe manner.
-Participates in the planning, sequencing, and scheduling of work with Highway Operations Manager and Highway Commissioner. Assists with securing the appropriate resources to do the work.
-Fills in for Highway Operations Manager as necessary and provides weekend on-call duties in winter months as scheduled.
-Documents work performed on a daily basis and reviews employees’ time, equipment, and material usage for accuracy.
-Operates multi-purpose equipment efficiently and safely including but not limited to plow/dump trucks, graders, tractors, front-end loaders, excavators, scrapers, and dozers in road maintenance.
-Operates and performs routine maintenance on plow trucks with sophisticated snow and ice removal features.
Conducts patching and sealing of road and bridge surface defects.
-Inspects, cleans, and maintains culverts and other water control features including removal of beaver dams and debris.
-Operate and maintain various tools used in normal highway and road maintenance.
-Cut and otherwise remove and/or control roadside vegetation.
-Monitor highways, roads and right of ways and report problem areas to supervisors.
-Perform routine cleaning and maintenance of vehicles and equipment.
-Maintains an effective work relationship with employees, DOT officials, governmental officials, supervisor, and subordinates.
-Understand, promote, execute and adhere to the department’s safety program.
-Perform other duties as apparent or assigned.

Education and/or Experience:

High School graduate or equivalent with a working knowledge of highway maintenance procedures and experience operating heavy equipment. A valid Wisconsin driver’s license and Commercial drivers license class A, B, C, and N.

Other Knowledge, Skills and Abilities:

Proficiency in the operation of heavy construction equipment, construction means and methods, basic surveying techniques, snow and ice removal operations, traffic control measures, and erosion control best management practices.

Must be able to operate in a safe and efficient manner a variety of hand tools including but not limited to hammers, wrenches, chainsaws, saws, sanders, shovel, brooms and routers.

Working knowledge of the Manual of Uniform Traffic Control Devices (MUTCD).

Knowledge of hazards and the safety precautions related to street and highway maintenance and construction.

Ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information.
Ability to communicate and interact with individuals from diverse socio-economic and cultural backgrounds.

Ability to work in extreme weather and in unpleasant conditions.

Knowledge of and willingness to follow all safety rules and procedures.

Ability to prepare and maintain accurate and complete records and reports.

Ability to work unusual hours for plowing snow and clearing ice as well as responding to cleanup efforts associated with summer storms on short notice.

Physical Demands:

Physical demands of this position vary from day to day and are highly dependent on the particular function being fulfilled on that day. As defined by the US Department of Labor the work would be classified as “Medium”.

Ability to exert 20 to 50 pounds on an occasional basis and 10 to 25 pounds frequently, or an amount greater than negligible and up to 10 pounds constantly,
Ability to lift, carry, push, pull, climb, balance, stoop, bend/twist, reach, crouch, crawl, and kneel when needed,
Ability to stand for prolonged periods of time in any weather condition while performing oversight on projects.

Work Environment:

The employee may work near moving mechanical parts, precarious places, and may be exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. This exposure may cause some discomfort and presents a risk of injury. The noise level in the work environment is occasionally moderate.
