POSITION TITLE: Highway Commissioner

LOCATION: Highway

SALARY: $99,155 – $109,320/Yr.

STATUS: Full time

HOURS PER WEEK: 40

WORK HOURS: 8:00 am – 4:30 pm

PURPOSE AND SUMMARY:

Plans, manages, and directs the construction and maintenance of the County trunk highway system, including necessary improvements; provides roadway maintenance and construction services to the state, local municipalities, and other departments. Performs duties and responsibilities of the Winnebago County Highway Commissioner as prescribed by Wisconsin State Statues.

ESSENTIAL FUNCTIONS:

1. Develops an annual budget and controls expenses for the department; establishes and implements departmental cost measures to ensure compliance with budget limitations; compiles engineering construction cost estimates, establishes future project priorities, and develops capital improvement plans.

2. Manages and administers roadway and bridge maintenance and construction functions provided by the highway department to the State of Wisconsin, Winnebago County, municipalities, and other county departments; confers, consults, and coordinates with Wisconsin Department of Transportation officials, other government agencies, the County Executive, and state and local law enforcement officials to identify, prevent and eliminate hazards and maintain safe public roadways.

3. Organizes, distributes, and delegates work to subordinates fairly and impartially. Provides clear and appropriate direction to employees. Provides training and coaching to subordinates. Ensures that staff has the resources and flexibility to perform, improve, and learn in their jobs. Keeps open communication with subordinates, listens to them, and provides feedback. Positively motivates, mentors, and leads employees. Provides appropriate and timely performance evaluations for all subordinates.

ADDITIONAL ESSENTIAL DUTIES:

1. Works with consulting engineers in the design and planning of highway and bridge improvement projects.
2. Develops an annual work plan which outlines goals and objectives of the department based upon the needs of Winnebago County.
3. Monitors and evaluates team and individual performance outputs to maintain efficiency and quality of work.
4. Plans and administers the maintenance, repair and purchase of equipment necessary to perform the functions of the highway department; analyzes annual repair, maintenance, and operational costs of all department vehicles and heavy equipment; determines the optimum useful life and programs unit replacement; researches new equipment technology, and purchases equipment with established budgets.
5. Prepares necessary applications for the procurement of state and federal funding for roadway and bridge improvements.
6. Issues permits for access onto county highways, utility installations within the right of way, and oversize or overweight loads, in compliance with county ordinances.
7. Represents the County Executive and promotes the County at various functions and meetings with staff, government and civic officials, and general public; provides information and assistance to the general public and others regarding highway issues.
8. Maintains and upgrades professional knowledge, skills and development by attending seminars and training programs.
9. Builds and maintains productive relationships with the County Executive, other department heads, and elected officials.
10. Performs other related duties as may be assigned.

WORK RELATIONSHIPS:

1. Reports to County Executive.
2. Supervises Highway Maintenance Superintendent, Highway Equipment Superintendent, Bridge and Engineering Manager, and Office Supervisor.
3. Communicates regularly with Highway department supervisors and staff, County Executive, department heads, elected officials, and the public.

REQUIRED EDUCATION, EXPERIENCE, TRAINING, AND CERTIFICATION:

1. Bachelor’s degree in Civil Engineering, Public Administration, or related field from an accredited university or college.
2. Minimum of seven years of experience in a highway department or similar organization, including at least three years’ experience in a supervisory or management position.
3. A combination of education and experience that provides the skills necessary to perform the job may be substituted for specific education or experience requirements.
4. Current valid Wisconsin license.

KNOWLEDGE, SKILLS, AND ABILITIES:

1. Knowledge of rural and urban highway designs and construction techniques.
2. Ability to communicate and work effectively with elected officials, general public, property owners, consultants, contractors, utilities, vendors and the media.
3. Knowledge of regulations related to acquisition and disposal right-of-way.
4. Knowledge of procedures and policies securing state and federal funding.
5. Knowledge of surveying and engineering principles and techniques; testing procedures and standards used in roadway construction and maintenance materials.
6. Ability to read and interpret engineering plans and specifications related to construction and maintenance of county highways.
7. Computer skills including familiarity with Microsoft Office applications.

PHYSICAL REQUIREMENTS:

1. Ability to perform most work from a sedentary position.
2. Ability to work in adverse weather conditions.
3. Ability to function in situations encountered in a normal office setting.
4. Ability to use standard office equipment including telephone, computer, printer, photocopier, and scanner.
5. Ability to travel frequently throughout the County and occasionally outside the County.
