Application Requirements & Details of Highway Commissioner

Primary duties for the Highway Commissioner include directing the construction and maintenance of the county highway system. This position involves administrative responsibility for the construction and maintenance of the county highways, roads, bridges and public areas. The work is carried out under the policy direction of the Pepin County Highway Committee and the Pepin County Board of Supervisors in collaboration with the Pepin County Administrative Coordinator, and provides responsive, courteous and efficient service to County residents, businesses and the general public

Qualifications include knowledge of materials, equipment and practices used in highway construction and maintenance; knowledge of principles and practices of the full range of governmental administration including budgeting, planning, personnel management, program evaluation, and management information systems; ability to plan and coordinate the administration, financial and operational functions of the highway department; ability and skill to develop, recommend and implement plans and programs; ability to plan and supervise the work of others; ability to meet and communicate well with the public and representatives of other governments; a minimum of five (5) years’ experience in highway construction and maintenance with staff supervision and responsible management involving costs estimates, contract drafting, and budget preparation and monitoring. A Bachelor’s degree in a job-related field such as Civil Engineering, Planning, Public Administration or other related fields. Or any equivalent combination of experience and training which provides the required knowledge, skills and ability.

The starting 2021 wage scale for this exempt, salaried position is $76,960.00 – $87,942.40 annually. This position is scheduled Monday through Thursday with a complete benefit package included.
