Job Description:

This position is responsible for assisting the Director with the development and implementation of short- and long-range planning, operations, and budget within all divisions of the Department of Health and Human Services. The position provides direct oversight of programing and supervision to many of the service areas in the department. Responsible for providing truthful and accurate written and verbal communications.

Essential Job Functions

Provides direct supervision of assigned program managers and oversight of the units assigned.
Provides support to management team in implementation, evaluation and continuous improvement to department services.
Establishes and oversees quality and quantity standards for each program, while ensuring program compliance with Federal, State and County laws, codes, policies and procedures.
Develops and manages personnel to include recommendations of staffing needs, adjustments to job descriptions, hiring, and discipline of staff members in assigned program divisions. Orients new employees to the department.
Assists the Director in development of short and long-term plans related to programs, staffing, and program implementation. This includes assisting in developing department and division annual goals and implementation plans.
Assists in the development of the budget.
Explores and researches opportunities to maximize revenues to enhance services without significantly increasing county tax levy. Research grants and writes grant proposals where appropriate to enhance client services.
Convenes and facilitates internal and external committees and work groups related to department programs and priorities.
Monitors performance of contracted providers and sub-recipients.
Completes or provides oversight and assistance to managers on completion of program reports as required by state program requirements and/or other granting entities.
Receives and investigates grievances, complaints, and appeals.
Serves as the oversight person for the department regarding HIPAA, Confidentiality, and Civil Rights Compliance; develops and maintains agency’s Civil Rights Compliance Plan.
Serves as back-up to the Director and performs duties of the Director during absences.
General Job Functions

Interacts regularly with the Door County community to promote collaboration, resources development and increased capacity for Health and Human Service-related activities in the county.
Serves as a back-up to assigned department managers in their absence or when a vacancy occurs in one of these positions.
Provides and/or arranges for applicable staff training.
Provides general oversight, support and encouragement to staff from all areas of the department as needed.
Facilitates departmental initiatives to support trauma informed care, Diversity, Equity & Inclusion, and interdisciplinary collaboration between program areas.

Training and Experience

Graduate of an accredited college or university with a master’s degree in Social Work, Public Administration, or related human services field. Bachelor’s degree with significant administrative experience may be considered in lieu of a master’s degree.
Five (5) or more years total work experience in human services or a closely related field.
Four (4) or more years of progressively responsible management experience in budgeting, planning, and program management in a human services or closely related field.
Other combinations of education, training, and experience which provide the necessary knowledge, skills and abilities may be considered.
Current valid driver’s license.

Knowledge, Skills, and Abilities Required

Knowledge of health and human services delivery systems.
Knowledge of the principles of supervision and personnel management.
Skills in writing professional proposals and reports, including but not limited to, grant requests.
Ability to read, comprehend, and communicate, both verbally and in writing.
Ability to clearly communicate with and support staff to promote the development of teamwork within the department.
Ability to collaborate and develop relationships with entities including other local, state and county government entities, as well as private agencies and organizations.
Ability to interpret legal, medical and accounting terminology as it pertains to Health and Human Services.
Knowledge of basic accounting practices, including budget preparation / management.
Ability to operate basic office equipment and software used by the county.
Ability to use tact and courtesy in maintaining an effective working relationship with department employees, county supervisors, county officials, community partners, contractors, and general public.
