Oconto County, Wisconsin seeks a proven health and human services professional to succeed its Health and Human Services Director who is retiring after a lengthy career with the County. Located on the western shore of Green Bay in northeast Wisconsin, Oconto County boasts year-round recreational activities on its numerous lakes, streams and thousands of acres of forests. Its county seat, Oconto, is within a short drive to Green Bay, Oshkosh, and the Fox Valley. Residents of the county enjoy a high quality of life in many small communities, featuring quiet and safe neighborhoods with a range of housing options and outstanding school districts.

The Director is responsible for developing, implementing and evaluating a comprehensive range of programs and services that impact the quality of life of all County residents in areas including mental health, public health (Level II), child welfare, elderly, disability and children’s long-term care services and other human services for the County.

The Health and Human Services Director works under the supervision of the County Administrator with policy guidance and advice provided by a nine-member Health and Human Services Board. The salary range for the position is $99-106K DOQ, plus excellent benefits. In 2020, a $10.8M total annual expense budget supported 71 authorized full-time equivalent employees and approximately 30 contract workers in the Department.

The successful candidate will possess comprehensive knowledge of:
• Federal, State and local laws and regulations regarding the operation of a multifaceted range of health and human services-related programs as well as funding sources;
• Confidentiality statutes and requirements of the Health Insurance Portability and Accountability Act of 1996 (HIPAA);
• Laws, codes and regulations pertaining to treatment programs the ability to plan and organize and elevate the work of others.

Requires a Bachelor’s degree in a related field including but not limited to social work, healthcare administration or public or business administration; prefer related Master’s degree with at least five years of progressively responsible leadership experience in the field of health and human services. Desire a strong background in budget development, planning and program evaluation. The successful candidate should be a team builder and have a collaborative leadership style. Integrity and a strong work ethic are essential.
