GIS Specialist, Public Works
Kenosha County is seeking a detail-oriented person to join Public Works in the new position of GIS Specialist. This role will utilize Geographic Information Systems (GIS) to support various Public Works projects and initiatives. The successful individual will be responsible for building and maintaining GIS databases and utilizing software to analyze the spatial and non-spatial information. The GIS Specialist is also responsible for working with spatial data to create maps, apps, and visualizations and analyzing them for insights to aid in making decisions.

2025 Hiring Range: $29.01 – $32.97 per hour
Job Duties and Responsibilities
• Supports the development and management of GIS applications that are associated with Public Works
• Oversees the planning and coordination of collecting data to meet the department’s goals
• Develops and manages quality control standards for the system
• Oversees data flow, management, and distribution activities that are aimed at supporting GIS
• Supports and participates in the designing and development of the geospatial databases
• Maintains and ensures up-to-date and accurate geospatial documentation
• Stays up to date on latest developments in the GIS fields
• Manages geospatial databases and develops effective maps for use by Public Works
• Develops a variety of maps and exhibits needed for use by Public Works
• Collects, interprets, and creates maps, charts, and graphs
• Creates apps for collecting, modifying, adding, and utilizing data
• Makes equipment recommendations for in field use of data
• Interacts with Information Technology Division on system solutions relating to GIS
• May supervise staff, such as interns
• Develops, supports, and maintains data that will be used in a computerized maintenance and management system for Public Works
• Provides reporting for Public Works divisions on work history, asset management, and state mandated requirements
• Performs continued development of the systems to help enhance Public Works services, customer relationships, and asset management
• Develops, maintains, and supports data and data input for division to extract information for citizen and municipal requests
• Interprets engineering plans, future developments, capital improvement projects, etc., for GIS layer and database development
• Maintains reports, work history, and asset information to streamline master planning and state mandated requirements
• Performs a variety of other duties as assigned
Success Factors
• Knowledge of coding experience with basic skills in JavaScript and Python
• Knowledge of operations, services, and activities of a GIS program
• Knowledge of principles and practices of land-based mapping application theory
• Knowledge of methods and techniques for implementing GIS related applications and solutions
• Knowledge of principles and procedures for record keeping
• Knowledge of GIS hardware, software, server-based applications, and web-based applications
• Knowledge of software tools for GIS map creation and maintenance, data analysis, and internet enabled GIS, and operating systems
• Knowledge of Global Positioning System (GPS) hardware and software
• Knowledge of pertinent federal, state, and local laws, codes, and regulations
• Skill in high analytical thinking to effectively analyze information and databases
• Skill in customer service, public relations, and communication
• Skill in strong attention to detail and ability to prioritize tasks effectively
• Skill in strong project management with the ability to manage multiple priorities and deadlines
• Ability to display patience with good listening skills

• Ability to coordinate and direct a GIS program

• Ability to recommend and implement goals, objectives, policies, and procedures for GIS mapping

• Ability to provide technical advice, staff training, and consultation to ensure efficient GIS systems utilization
• Ability to effectively represent the GIS program to outside individuals and agencies to accomplish Public Works goals and objectives

Job Requirements, Education, Training and Experience
Required Education and Experience
• Bachelor’s degree in Computer Science, Geography, GIS, Cartography, or related field; or related work experience
• One to two years of relevant work and/or internship experience
Licenses and Certifications
• Valid driver’s license with acceptable driving record required
• GIS certification preferred

• The position involves frequent light physical demands, such as exerting up to 25 pounds of force occasionally and up to 10 pounds of force frequently, and occasional lifting and transporting of moderately heavy objects, such as laptop and work materials

• Dexterity of hands and fingers to operate a computer keyboard, mouse, and other devices and objects
• Ability to participate in in-person sessions, presentations, and meetings
• Ability to navigate rural and urban terrain to collect field-based GPS data
