Job Description:

Key Responsibilities: oversee and manage all county accounting functions, including general ledger, accounts payable/receivable, payroll and fixed assets. lead the development, monitoring and execution of the annual County budget in collaboration with the County Administrator and department heads. Establish and implement accounting policies, internal controls and financial reporting procedures. Supervise payroll operations and review related tax filings and employee benefit payments. Monitor and advise on the County’s debt obligations, including refinancing opportunities and capital improvement planning. Ensure accurate financial reporting and support annual external audits in compliance with GASB and state requirements. Provide training and oversight for departmental financial staff, including use of the Springbrook financial system. Assist in the preparation and monitoring of grant budgets and compliance with Uniform Grant Guidance. Manage the County’s accounts receivable, invoicing and credit card programs. Present clear, timely financial reports to the County Board, committees and County Administrator. Collaborate with the County Clerk’s Office and other departments on accounting functions. Perform additional financial duties and projects as assigned.
Educations & Experience: Bachelor’s degree in Accounting, Finance or a closely related field required. Minimum of five (5) years of experience in accounting and finance, preferable in a government of public sector environment. Proficiency in Microsoft Office applications, especially Excel and Word. Experience with Windows-based financial software; familiarity with Springbrook preferred.
Knowledge, Skills & Abilities: Strong understanding of governmental accounting, fund accounting and public budgeting processes. Ability to analyze complex financial data and deliver actionable insights. Excellent interpersonal and communication skills with the ability to work collaboratively across departments and present to stakeholders. high level of accuracy, attention to detail and confidentiality. Demonstrated leadership and staff supervision capabilities, ability to perform under pressure and manage multiple deadlines effectively. Working Conditions: This is an office-based position with occasional periods of high stress due to deadlines, interactions with the public and cross-department coordination. Some evening hours may be required for budget meetings or presentations.
Wages & Benefits: $90,000 – $110,000 depending upon qualifications. Ashland County offers State of Wisconsin health, dental, vision and life insurance. In addition, retirement benefits are offered through the State of Wisconsin retirement system. Paid time off includes: vacation, holidays, personal time and sick time.
