Finance Director
Description/Summary
The Finance Director, in the absence of a County Administrator, oversees the financial operations of Green County. This position also serves as the head of the Finance Department. This role is responsible for managing the county budget, coordinating budget planning and fiscal policy development, and ensuring compliance in all financial reporting and vendor payments. The Finance Director ensures the accuracy and integrity of the County’s financial systems, manages payroll processes, and oversees internal audits to support the County’s fiscal health and operational solvency.
Essential Duties and Responsibilities
ESSENSTIAL DUTIES AND RESPONSIBILITIES including the following:
The Finance Director serves as the chief financial officer for the County, ensuring fiscal integrity, accountability, and strategic financial planning. Key responsibilities include:
Budget & Financial Planning, in the absence of a County Administrator
Prepares the County’s annual budget and monitors expenditures against the adopted budget, providing detailed reports.
Leads the development and maintenance of a long-range financial plan.
Reviews and reports on the fiscal impact of resolutions, ordinances, and other legislative proposals.
Collaborates with department heads on budget preparation and financial reviews throughout the year.
Accounting & Compliance
Maintains a centralized accounting and data processing system for all County departments.
Ensures compliance with GASB and GAAP accounting standards across all departments.
Advises departmental fiscal staff on proper accounting procedures and supports financial reporting as needed.
Oversees financial transactions required for year-end close of books and funds.
Coordinates the external audit process and acts as the primary liaison between auditors, departments, and County leadership.
Financial Reporting & Audits
Prepares the annual financial report for submission to the State, ensuring proper classification of all County revenues and expenditures.
Submits county tax apportionment calculations to the State Department of Revenue.
Assists departments in meeting various state financial reporting requirements.
Conducts internal audits of departmental financial records and processes as deemed appropriate.
Provides timely and accurate financial data to the County Board and its committees.
Leadership & Advisory
Supervises Finance Department staff and directs all department activities.
Develops and maintains standards for the County’s enterprise resource planning (ERP) and financial data systems.
Advises department heads on budgetary policies, procedures, and financial data processing needs.
Other Duties
Performs other related duties and responsibilities as assigned from time to time.
SUPERVISORY RESPONSIBLITIES
The Finance Director performs supervisory duties in compliance with County policies and all applicable laws and regulations. This includes:
Interviewing, hiring, and onboarding Finance Department staff
Planning, assigning, and directing day-to-day work activities
Providing training and professional development opportunities
Conducting performance appraisals and evaluations
Recognizing and rewarding employee performance
Administering discipline when necessary in accordance with policy
Addressing employee concerns, resolving conflicts, and fostering a productive team environment
The Finance Director is responsible for fostering a culture of accountability, collaboration, and high performance within the Finance Department.
Qualifications
QUALIFICATIONS
To perform this job successfully, and individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
EDUCATION and/or EXPERIENCE
Bachelor’s degree in Business Administration, Public Administration, Accounting, or a related field required.
Minimum of five (5) years of related professional experience, with at least two (2) years in multi-fund governmental accounting.
Extensive working knowledge of enterprise resource planning (ERP) and accounting systems, particularly Munis, Kronos, and Microsoft Excel.
A combination of education, training, and experience that provides equivalent knowledge, skills, and abilities may be considered.
CERTIFICATES, LICENSES, REGISTRATIONS
Certified Public Accountant (CPA)license is highly desirable.
Certified Government Financial Manager (CGFM) credential is also preferred.
Valid Driver’s License.

Ability to read, analyze, and interpret Governmental Accounting Standards Board (GASB) pronouncements, financial statements, and legal documents.
Strong written and verbal communication skills, including the ability to write clear reports, business correspondence, and procedural manuals.
Ability to respond professionally to inquiries or complaints from the public, regulatory agencies, and other stakeholders.
MATHEMATICAL SKILLS
Proficiency in common mathematical concepts and financial calculations, including discounts, interest, percentages, and ratios.
Ability to apply mathematical reasoning to practical financial and operational problems.
REASONING ABILITY
Strong analytical skills with the ability to define problems, collect and interpret data, and draw valid conclusions.
Ability to interpret complex technical information, including mathematical and diagrammatic instructions, and handle both abstract and concrete variables.

SALARY
$49.05 – $55.05 Hourly
$3,924.00 – $4,404.00 Biweekly
$102,024.00 – $114,504.00 Annually
