Environmental Health Technician
POSITION SUMMARY:
This position promotes public health; enforces a variety of environmental local, state, and federal regulations. Provides education on environmental health issues. Conducts and assists with environmental health inspections, health hazard assessments, sampling, and investigations. Collaboratively works to address and prevent environmental health issues. Work is performed under the general direction of the Public Health Supervisor, Health Officer, and Registered Sanitarian(s).
ESSENTIAL FUNCTIONS:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
• Conducts and assists with routine inspections, reinspection’s, and complaint inspections in accordance with agent contracts ensuring compliance with state and local codes. Provides education and consultation to facilities.
• Conducts and assists with human health hazard investigations; coordinates with other agencies; identifies and mitigates environmental health threats; writes orders for corrective actions and harm reduction; ensures compliance with applicable codes and ordinances.
• Coordinates the Animal Bite/Rabies program; ensures compliance with Quarantine Orders; works with animal owners, law enforcement, local and state veterinarians; determines rabies testing and prophylaxis recommendations; letter writing, record keeping, and submitting specimens for testing.
• Conduct water sampling, well inspections, and tracking deadlines for the contracted water systems.
• Maintains and implements a collaborative environmental health plan, working with local partners on initiatives and strategies to prevent and address identified environmental health issues at a population health level.
• Processes applications, plan reviews, and license renewals for licensed facilities. Collects license fees and Environmental Health fees.
• Identifies unlicensed facilities in the county, informs them of licensing requirements, and works with them to get licensed.
• Pursue grant and funding opportunities related to Environmental Health to advance public health outcomes and support Environmental Health programing.
• Conducts beach inspections and water sampling.
• Compiles and maintains records related to all Environmental Health programs inspections, fulfills record and information requests, creates program newsletters and website content, prepares inspection and technical related reports, assists with policy updates, and completes summaries and correspondence related to all Environmental Health programs.
• Monitors environmental health supplies including, but not limited to, radon test kits, water sample bottles, and water testing kits for the public; orders new inventory as needed.
• Assists in public health preparedness response to emergency events. Participates in strategic planning, quality improvement, and coalition work.
• Other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
• Knowledge of public health statutes, codes and regulations including federal, state, and local.
• Knowledge of County policies, procedures, and practices.
• Knowledge of theories, principles, and practices of environmental health including health and sanitary conditions in public and private settings.
• Ability to collaborate with the coworkers, public, community, and a variety of partners to implement environmental health strategies and initiatives.
• Ability to use environmental health testing equipment and sampling techniques.
• Knowledge of well system design, construction, and related sanitation practices.
• Ability to use office equipment and software applications.
• Ability to establish and maintain effective and professional working relationships with others.
• Considerable knowledge of modern office practices and procedures.
• Ability to maintain accurate and legible notes.
• Ability to type accurately at a reasonable rate of speed.
• Ability to analyze and prepare reports from research data.
• Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
• Ability to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
• Ability to work the allocated hours of the position.
• Knowledge, skills, and abilities regarding health equity, social determinates of health, public health ethics, and the public health core competencies.
• Knowledge of National Incident Command System protocols.
MINIMUM QUALIFICATIONS:
EDUCATION AND/OR EXPERIENCE REQUIREMENTS
• An associate degree with at least 15 semester hour credits or 20 quarter hour credits in community health; environmental, physical, biological, health or chemical science; or other closely related coursework and at least two (2) years of experience in the field of environmental health per WI SPS 174.
• A bachelor’s degree with at least 30 semester hour credits or 45 quarter hour credits in community health; environmental, physical, biological, health or chemical science; or other closely related coursework and at least one (1) year of experience in the field of environmental health.
Full Wage Range: $53,668 – $74,770
Expected Wage Range: $53,668 – $60,720
