POSITION SUMMARY:
This position is responsible for leadership and day to day operations of programs performed by environmental and laboratory program staff. The work is performed under the general direction of the Health Officer.

QUALIFICATIONS:
Master’s Degree in Environmental Health, Public Health, Health Education, Public Health Administration, Nursing, Public Administration, or closely related field plus five (5) years professional work experience within a public health setting OR equivalent combination of closely related education and experience that provides equivalent knowledge, skill, and abilities. Registered Environmental Health Specialist/Sanitarian plus a valid driver’s license and driving record that meets County standards required. Prior management/supervision experience preferred. Certification as a Wisconsin.

EXAMPLES OF WORK PERFORMED:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Collaborates with leadership team to establish annual departmental priorities and goals, assure departmental resources are used appropriately to achieve the priorities and goals, and to identify key program performance indicators, measure them over time and analyze them for suggested changes; uses information to direct programs.

Leads environmental health and safety program staff in establishing annual team goals, and action plans; links staff to departmental vision and values; meets individually with team members to link performance to team goals and action plans; leads and facilities staff meetings and work group.

Directs and supervises professional and technical staff; interviews and makes hiring recommendations for new staff; designs and delivers new employee orientation; coordinates in-service training for team; mentors and coaches individual staff; conducts individual performance appraisals based on team goals and action plans; schedules staff and approves time off; acts on problems and concerns; recommends discharge, discipline, transfer, promotion, or salary increases.

Directs agency enforcement of environmental activities; drafts local ordinances for environmental enforcement; authorizes permits/licenses and conditions of licensing.

Assesses customer needs and designs systems to seek customer feedback; evaluates programs within context of community assessment and available resources and recommends changes; leads quality improvement efforts within program area.

Builds relationships with community agencies and members who are committed to improving the health of the community; participates as a member of local and state public health committees.

Participates as a team member in community assessments; leads and manages change with direct program staff and community partners.

Prepares grant proposals and monitors secured grants (data collection, written reports, and fiscal planning/management).

Prepares grant and programmatic budgets; searches for federal, state, and local funds to support new and ongoing initiatives; purchases materials and reviews and approves expenditures.

Assures key data is collected within programmatic area; monitors and analyzes health data obtained from other sources (i.e. morbidity/mortality data, birth & death data, etc.); prepares data for annual report, state reports, grant reports, and outcome monitoring; maintains departmental databases as assigned including licensing, radon, and evaluation of new programs.

Writes and updates policies and procedures; assists with policy development within the County government and the community.

Presents public health information to local, state, and national public health officials and groups; communicates public health stories to the media (print and TV).

Rotates taking weekend and evening calls for public health emergencies and functions as the Acting Health Officer when the Health Officer is unavailable for an extended period of time, upon request.

Additional Tasks and Responsibilities:

Triages and responds to general phone calls from the public; receives referrals from local hospitals and physicians.
Performs clerical functions as needed.
Performs other related functions as required.

Requires the ability to perform mid to upper-level data analysis including the ability to coordinate, strategize, systematize, and correlate, using discretion in determining time, place and/or sequence of operations within an organizational framework. Requires the ability to implement decisions based on such data and overseeing the execution of these decisions.

Requires the ability to manage and direct a group of workers, including the ability to provide counseling and mediation. Ability to persuade, convince, and train others. Ability to advise and interpret regarding the application of policies, procedures and standards to specific situations.

Requires the ability to utilize a variety of reference, descriptive, and/or advisory data and information such as health, medical, lab, food and product recall, and communicable disease records and reports; staff activity reports; blue prints; monthly /annual fiscal and Board of Health reports; agendas; performance contracts and appraisals; program work plans; grant proposals and reports, budget and billing reports; scientific/technical articles and professional texts, journals, and literature; city/county and census tract maps; standard operating/ policy and equipment manuals; personnel policies; state/federal statutes, administrative codes, procedures, and guidelines; Request for Proposals; Health Alert Network; plus non-routine correspondence.

Requires the ability to communicate orally and in writing with the Health Officer; department management team and support staff; program staff; other County department supervisors and staff; executives, supervisors, and direct service staff in various health and human services agencies, physicians and their designees; veterinarians and their designees; trade organizations; university faculty and students; elected officials; state employees; the media, and the general public.

Mathematical Ability

Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages and decimals; may require the ability to perform mathematical operations with fractions and algebra.

Judgment and Situational Reasoning Ability: Requires the ability to apply principles of influence systems such as supervision, managing, leading, teaching, directing, planning, coordinating, and controlling. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.

Requires the ability to exercise the judgment, decisiveness, and creativity required in situations involving the direction, control and planning of an entire program or multiple programs.

Physical Requirements

Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment such as multi-line phone, computer, laptop, scanner, CD, printer, calculator, copy machine, fax and other office machines; audio visual equipment; environmental health monitoring equipment; and/or related materials used in performing essential functions.
Requires the ability to coordinate eyes, hands, feet, and limbs in performing coordinated movements requiring moderate skill such as data entry and/or typing.
Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling of objects weighing five to ten pounds. Tasks may involve extended periods of time at a workstation or keyboard.
Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes, sounds, and textures associated with job-related, materials and tasks.
Environmental Adaptability

Ability to work under generally safe and comfortable conditions but may have exposure to conditions that qualify as having impact on health such as human health hazards, radon exposure, or other environmental health concern during inspection activities or an emergency event.

COMPENSATION:
Starting Salary:  $90,563.20/year ($43.54/hour)
