Position Description

Iowa County is seeking qualified applicants for the full-time position of Employee Relations Manager. This position is responsible for planning, directing, and coordinating all personnel and labor relations functions for Iowa County. Primary responsibilities include recruitment, benefits administration, employee onboarding, classification support, labor relations assistance, compliance with state and federal employment law, policy development, and confidential personnel records administration.

This position works under the general direction of the Finance Director.

Position Duties
The Employee Relations Manager oversees the full recruitment process; develops and updates personnel policies; administers employee benefit programs; conducts new employee orientations; supports job description development and position classification; assists County leadership with labor negotiations; manages correspondence, exit interviews, wage records, and performance review schedules; supports employment law compliance and handles confidential employee relations matters; provides guidance to County leadership on employment practices; administers the employee drug testing program; prepares employment materials for committee meetings; maintains personnel files and workforce data; supports departmental budgeting and invoice processing; provides employee relations training; updates HR and payroll forms; and maintains regular and dependable attendance.

Minimum Qualifications
• Bachelor’s degree in Human Resource Management, Public Administration, Business Administration, or a closely related field preferred.
• Associate degree in Human Resources or a comparable field and three years of HR experience is required, or an equivalent combination of training and experience.
• Valid driver’s license required.
• Must maintain confidentiality and be able to accommodate travel, public contact, keyboarding, and moderate lifting.

Compensation and Benefits
Starting wage and full salary range will be determined based on placement within Grade N of the Iowa County Compensation Schedule, starting on $41.81 with grade steps up to $47.78. Iowa County offers a comprehensive benefits package including health, dental, life insurance, WRS retirement, paid time off, and other County-supported programs.
