Director of Human Services
To perform the chief administrative officer functions of the Department of Human Services. Responsible for the professional and administrative oversight of all activities and programs administered by the Human Services Department in accordance with State Statutes 46.23. Work includes planning, organizing, managing and implementing a broad range of human services programs, including social services, unified, services, aging and disability services and federal/state/county income maintenance services. The department has five operation sections with an annual budget of approximately $10 million.
Examples of Duties:
1) Maintaining clear and effective communications.
2) Enforcing County policies and ordinances.
3) Preparation and submission of an annual budget request on behalf of the department and for the overall management of the approved budget for the year.
4) Managing, supervising, and directing the personnel of the department subject to the Bayfield County Personnel Policies and Procedures and other laws and regulations.
5) Planning future activities of the department and contributing to the County’s strategic plan.
6) Ensuring the required reporting obligations of the department are met and maintaining effective file/information systems.
7) Provides administrative leadership for departmental activities including program and policy development, grant writing and development, program implementation, and evaluation
8) Directs and supervises the work of section managers.
9) Assists staff in dealing with difficult consumer situations through direct contact or consultations; reviews cases as needed.
10) Evaluates programs and services on an ongoing basis for effectiveness. Recommends program changes, elimination, or expansion within statutory and fiscal limitations.
11) Develops and implements departmental operating procedures for all activities including personnel, record maintenance, and reporting
12) Develops and presents Budget proposals to the Humans Services Board, the County Board, and the County Administrator; monitors budget progress throughout the fiscal year.
13) Develops and implements contracts for services to ensure the most effective use of available funds; investigates additional sources of funding and develops and submits proposals to obtain funds; monitors contract performance.
14) Develops Human Services Board Agendas and board packets; prepares and develops program and policy information for Board consideration; schedules meetings.
15) Meets with staff, County Board, and appropriate committees as needed to discuss activities or human services programs and obtain support.
16) Serves as an advocate for county human services at the local, state, and federal levels regarding resources, staff, and funding.
17) Responds to questions or complaints from citizens.
18) Participate in interviews to screen and select department employees in accordance with personnel policies; completes performance evaluations for section manager; reviews other staff performance evaluations to provide mentorship and promote consistency.
19) Works closely with Human Resources and section managers on personnel and performance to recognize, promote, or discipline staff.
20) Plans, administers, supervises and evaluate, directly and through delegation, the responsibilities and performance of staff and contract agencies for the efficient and effective operation of the programs.
21) Provides supervision, direction, coaching, and mentoring to department section managers through individual conferences and management group meetings.
22) Attends meetings within the County; participates in county-wide workgroups and advisory committees involved in the development of shared work product or program oversight.
23) Perform related duties as may be required or assigned.
Qualifications:
1) Graduation from an accredited college with bachelor’s degree related to the delivery of human services. Master’s degree preferred.
2) Five years of experience in an administrative and supervisory capacity.
3) Thorough knowledge of programs related to social services, mental health, alcohol and other drug abuse and developmental disabilities.
4) Thorough knowledge of preparing and monitoring budgets.
5) Knowledge of human behavior and basic practices of a social worker.
6) Demonstrated strong technology skills.
7) Minimum of Eight (8) years of experience working in human services or a related field.
8) Experience interacting with Native American Tribes preferred.
9) Valid Driver’s License
