Deputy Treasurer
The purpose of this position and act as Treasurer ls to assist Richland County Treasurer and act as Treasurer in the Treasurer’s absence.

• Prepares and mails statements of delinquent tax, tax certificates, and notices of publication of delinquent taxes. Runs monthly tax payment summary report.
• Prepares publications for Unclaimed Funds Notices and Notice of Expiration of Time.
• Processes and tracks DOR Real Estate Transfer Fees for monthly report to the State.
• Oversees the collection and maintenance of tracking records for Dog licenses and marriage licenses for the County. Prepares and submits annual reports for the State.
• Audits tax parcels for discrepancies in the property address, tax billing and mailing address, and any lottery and gaming credit information within the Land Information software.
• Confirms with Treasurer to prepare and mail the lottery and gaming credit notices to taxpayers. Maintains, tracks, and updates the tax parcels status of lottery and gaming credits and tax bill mailing addresses. Verifies the adjustments for Lottery and Gaming credit programs.
• Regularly processes returned mail.
• Maintains Municipal Officer contact information.
• Creates new office templates, as needed. Maintains files, office records and archives.
• Manages the repair, maintenance and inventory of office equipment and supplies.
• Maintains the Unclaimed Fund listing as well as verifies and processes claims.
• Performs reception tasks: answers telephone, in-person, and email inquiries for the general public on tax information and related information. Tracks and facilitates retrieval and tax related items to and from municipality officers.
• Assumes duties of the County Treasurer as prescribed in state statutes during the absence or disability of official.
• Responsible for daily balancing of cash drawer and preparing bank deposits as well as reconciliation of monthly receipts.
• Responsible for day-to-day processing and receipting of ACH, wire, and physical deposits to the County for all departments and municipalities. Tracks all municipalities payments received. Responsible for collecting, receipting, and maintaining of delinquent and 2nd installment property tax payments and records.
• Handles the processing and notification of NSF checks.
• Enters first installment payments and pet listing information into the Land Information System.
• Assists in lottery credit amount claimed and settlements in taxing jurisdictions and state credit checks to municipalities paid by the Treasurer’s Office. Balances tax rolls annual after August tax settlements.
• Attend trainings and meetings.
• Perform other duties as assigned or apparent.
Minimum Training and Experience Required to Perform Essential Job Functions
High school diploma with one-year accounting, banking, and cash handling experience, customer service or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
