GENERAL FUNCTION
The Wood County Emergency Management Department is looking for a Deputy Director. The purpose of this position is to assist in planning, organization, coordination and direction of emergency management programs for the county and joint action communities; and perform the duties of the Director in his/her absence or as directed. The work is performed under the direction of the Director-Emergency Management.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
1. Emergency Planning and Community Right-To-Know (EPCRA). Consists of, but not limited to, developing and updating hazardous material plans including determination of vulnerability zones/identification of special facilities, forwarding the plans on to the State, the facilities and Emergency Responders. Assist in preparing EPCRA grants both yearly and mid-year. Notify facilities that are in potential vulnerability zones. Enter EPCRA information on Computer-Aided Management of Emergency Operations (CAMEO) system software computer. Monitor annual Tier II submissions to determine facility compliance.
2. Emergency Management Program. Consists of, but not limited to, updating Annexes of Emergency Operation Plans (EOPs), which includes contacting various agencies, and forwarding Annexes to the State for approval. Complete the Plan of Work (POW). Prepare and assist in all programs of annual Emergency Management budget at County level. Assist in scheduling training and meetings for volunteer organizations pertaining to Emergency Management operations. Work with municipalities to develop municipal plans. Participate on Damage Assessment Team.
3. Coordinate and manage Volunteer Reception Center personnel, schedule and provide training for new members, and develop and execute exercises for existing members. Schedule training classes for emergency response personnel, apply for the training grants, make sure materials for the class are copies and ready for each participant, and submit reimbursement requests to the state for training courses. Develop new emergency plans as needed. Plan and participate in exercises that satisfy State requirements for Emergency Management each year. Participate in State Sponsored Emergency Management Organizations.
4. Prepare and apply for various grants, such as but not limited to, Office of Justice Assistance (OJA), Emergency Management Performance Grant (EMPG), Mitigation, Training Grants, etc.
5. Participate in on-call operating procedures evenings and weekends for emergency response to the Emergency Control Center or other designated location for emergency activation. Respond within 30 minutes of notification.
6. Responsible to know and practice the Safety policies of the County. Perform all job tasks in a safe and prescribed manner.
7. Declare state of emergency in the absence of the Director.
8. Approve time off/sick leave requests in the absence of the Director.
9. Must be familiar with and exemplify the Wood County Core Values and serve with courtesy and respect in accordance with the Wood County Code of Conduct.
Additional Tasks and Responsibilities
While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.
1. Assist in carrying out the duties of other office positions as necessary due to occasional overload, sickness, vacation, etc.
2. Conduct educational programs for schools, clubs and other organizations regarding emergency management and preparedness.
3. Facilitate communication between agencies, emergency response personnel, medical care facilities, schools and others regarding emergency planning and services.
4. Assist the Director regarding operations or actions taken in emergency situations. Coordinate Emergency Management activities during emergencies. Operate emergency operations center during emergencies and severe weather events. Provide the public with information. Conduct disaster damage assessments and submit reports. Compile disaster estimates for state and federal aid. Coordinate mutual aid with other agencies. Provide equipment and personnel to various agencies as needed.
5. Assist in post disaster restoration efforts and advise appropriate authorities of restoration progress.
6. Any other duties as may be assigned.
Minimum Training and Experience Required to Perform Essential Job Functions
Associate Degree in Emergency Management, Risk Management or related field; two to four years experience in emergency management, public safety, public health or related field required, or any combination of education and experience that provides equivalent knowledge, skills and abilities. Must be proficient in computer skills including Word, Excel, Access, Geographic Information Systems (GIS) (Arcmap), and learn any upgrades and changes that may occur. Must possess and maintain in good standing, a valid Wisconsin motor vehicle operator’s license required. Additionally, this position requires the completion of specialized Federal Emergency Management Agency (FEMA) and/or National Incident Management System (NIMS) training. Working knowledge of social media helpful. Experience in organizing groups and/or training, and grant writing preferred.
Basic office equipment is used – computer terminal, calculator, copy machine, fax machine. Other equipment used – hand held portable radios, base radio and television.
