Purpose and Summary
This position is responsible for oversight and management of services provided to clients receiving crisis response services for mental illness and/or substance use disorders. Services are provided from a continuum of care within the Behavioral Health programs of Sheboygan County Health & Human Services (SCHHS). Supervision of SCHHS staff working in these programs as well as monitoring the quality of programming provided by agencies contracted to deliver services within the continuum of care is an essential aspect of this position. All services provided must be consistent with expectations of applicable federal and state statutes and administrative codes.

Telecommuting arrangements may be made upon successful completion of the 6 month introductory period.

Essential Duties
Direct the provision of clinical services in compliance with Federal/State laws, regulations, and rules governing programs that provide assessment and treatment to clients diagnosed with mental illness and/or substance use disorders. Participate in annual surveys performed by the State of Wisconsin to ensure compliance with laws, regulations and administrative rules. Provide direct supervision of staff of the Children’s Assessment Team, Crisis Case Management staff, and multiple contract agencies. Facilitate clinical collaboration with staff psychiatrist(s) and Medical Director via staffing and consultation. Provide direction, training, and support of staff in their provision of assessment and referral services as well as crisis intervention to clients with mental illness and/or substance use disorders. Provide clinical services/carry a small case load as time permits, not to exceed 10% of time. Develop procedures to ensure fair and equitable treatment for all clients receiving services, address client concerns/complaints, review reports, letters and evaluation results, assist staff in formulating case conceptualizations, diagnostic impressions, intervention strategies, treatment/recovery plans, and decision-making related to the assessment and treatment services provided. Maintain internal policies and procedures that provide guidelines and processes for supporting recovery-oriented, client-centered services that reflect best practice and evidence-based programming. Collaborate with business office regarding optimizing billing practices and Information Technology Department for technical support and assurances for maintaining integrity of protected health information. Establish processes to evaluate staff and contract agencies overall performance in relation to agency goals and objectives, adherence to Federal and State requirements for certified programs, and measure client outcomes. Follow State Death Reporting procedures after becoming aware of the death of any registered client open to services at the time of his/her passing which may include performing a root cause analysis of cases thought to be due to suicide, psychotropic medication, or seclusion and restraint. Participate in staff development activities, including seeking qualified candidates for open positions, interviewing, hiring and training new staff, ongoing supervision of clinical and clerical staff to include annual performance evaluations, supportive and corrective counseling, disciplinary action, and termination if indicated. Represent consumer populations, make recommendations, and participate in the development and monitoring of budgets, grants, contracts, goals, policies, procedures, priorities, evaluation methodologies, and services to be delivered. Perform general administrative duties such as completing surveys, writing reports, maintaining logs, approving time sheets, monitoring sick and vacation time requested, approving expense vouchers, scheduling coverage, etc. Secure grant funding and complete grant reporting per federal and/or state guidelines. Oversee development and monitoring of Purchase of Service contracts providing services to clients within continuum of care. Schedule, facilitate, attend, lead and contribute to meetings and presentations with unit staff, superiors, community partners and the public at large to ensure that a high degree of communication, understanding, and effective working relationships are maintained. Attend regional and state meetings, professional trainings, and participate in committees as requested to support appropriate administration of programs. Ensure consistent preparation, development and implementation of agency policy and procedure. Perform other duties as needed or required. Identify staff training and development opportunities to encourage professional growth of staff members, and secure means to obtain those as necessary.

Qualifications
LCSW, or LPC required. Preference given to candidates with experience supervising clinical/counseling staff in a community mental health center setting. Additional credentials of SAC or CSAC preferred. Knowledge of and experience using administrative and supervisory principles and practices. Knowledge of budgeting, planning and program analysis methods and techniques. Ability to work independently, exercise good judgment, and effectively exercise authority, to prepare written and oral reports and records, and to plan, assign, organize, supervise and evaluate the work of others. Ability to establish and maintain effective working relationships with staff, State and county departments, and the general public. Unlimited access to a car, a valid driver’s license, and ability to drive or arrange travel in and out-of-county as needed.
