Job Description:

The Corporation Counsel is responsible for providing all civil legal services for Shawano County including providing legal advice, assistance and services to the County in matters of child support; drafting and review of legal contracts, resolutions, memorandums or other legal documents; represents the County in mental, drug/alcohol commitments, guardianships, protective placements, zoning nuisance, unemployment or insurance defense or other legal proceedings.

Essential Duties and Responsibilities:
-Provides legal advice and counsel to the County Board, County committees and departments concerning a variety of legal issues. Reviews all County contracts, drafts resolutions, memorandums or other legal documents. Advises Board concerning legal matters concerning tribal affairs such as Land to Trust/planning matters.

-Represents the County and State of Wisconsin in legal matters pertaining to the establishment of paternity of non-marital children and the establishment and collection of child support, medical support or medical assistance. Facilitates resolution of these issues without litigation or presents evidence in court. Appears at divorce hearings or other court hearings, as needed.

-Represents the County, plans for, conducts and directs proceedings in a variety of civil matters in representing the interest of the County in matters including mental commitments; protective placements and guardianships. Reviews legal evidence provided by law enforcement and medical personnel to determine whether sufficient evidence exist to commence court proceedings. Drafts pleadings and other court documents; prepares for trial by conferring with relevant parties; interviewing witnesses; negotiating possible resolutions. Presents evidence at trials, prepare court orders and oversee court actions until their conclusion.

-Represents the County in zoning matters, nuisance, unemployment compensation, insurance defense and other civil matters proceedings. Evaluates and prosecutes civil lawsuits on behalf of the County such as the collection of monies owed the County, prosecution of County ordinances and injunction actions. Determines whether cases are appropriate for prosecution, drafts pleadings, prepares for trial, discuss and authorize resolution agreements with other parties, and conducts the prosecution of cases.

-Prepares and reviews documents for real estate transactions for the County in both selling and purchasing transactions.

-Handles Termination of Parental Rights cases, including filing and pursuing litigation necessary to terminate rights of parents in appropriate cases.

-Directs and supervises the activities of staff. Monitors and reviews all work projects to assure their completion, the completion of all court documents and letters prepared prior to leaving the office.

-Conducts training sessions to the public, County Board or County personnel regarding a variety of legal issues and topics. Handles informational requests and press/media inquiries, as needed.

-Prepares, recommends and monitors approved department budget.

-Performs other duties of a comparable level/type.

Requirements:
-Juris Doctoral (J.D.) Degree from an accredited law school.
-Requires a minimum of 3 years experience in practicing law. (Municipal Law experience preferred).
