Job Description:

The purpose of the Community Recovery Specialist (CRS) is to assist individuals requesting treatment of opioid and stimulant use disorder who are interested or enrolled in the Sauk County Recovery Connections (SCRC) program. The CRS works closely with peer support, behavioral health, and medical staff to ensure an integrated plan that is person centered and team focused and reflects both psychosocial and recovery goals of the consumers and providers.

Essential Duties and Responsibilities

 Meet with consumer and others (identified by the consumer) to evaluate and assist with initial services.

 Conduct comprehensive mental health and substance use assessments utilizing psychometric measures (including ASAM substance use level of care assessments).
o Interpret results.
o Develop service and treatment recommendations.

 Assist with navigating insurance benefits and eliminating barriers to care.

 Coordinate services or specialized programs for consumers.
o Acts as a therapeutic resource or team member.
o Develop and implement initial recovery support plans
o Ensure smooth transition to ongoing services

 Intervene in crises.
o Consult with other Department staff
o Recommend immediate remediation including:
o Residential Placement
o Detoxification Placement
o Respite and stabilization (ie. crisis bed)
o Community Based Referrals
o Facilitate and formulate crisis and safety plans, including intervention and prevention steps

 Complete a variety of documentation such as:
o Consumer referral forms
o Activity logs
o Progress notes
o Program evaluations
o GPRA Reporting

 Develop a coordinated plan of care based on:
o Consumer evaluations
o Test results
o Substance use assessments
o Medical reports
o Neuropsychological evaluations
o Psychiatric/psychological evaluations

 Consult with other community mental health providers and agency professionals regarding consumers’ needs and facilitate an integrated approach to treatment.

 Meet with and train medical staff on opioid and stimulant use, community resources or services, level of care recommendations, and medication-assisted treatment.

 Participate in program development, program supervision, grant reporting, and evaluation including Quality Assurance review and initiatives.

 Provide public speaking and public education, as requested.

Additional Duties and Responsibilities

• Maintain schedules and consumer records in the Electronic Health Record.

• And other duties as assigned.

Knowledge, Skills and Abilities

• Ability to utilize advisory data, design data and information such as insurance forms, activity logs, closing summaries, psychological evaluations, AODA assessments, medical reports, psychological testing instruments and results, professional ethics code, abuse laws, mental diagnostic manuals, professional journals, texts and educational curricula.

• Ability to communicate effectively verbally and in writing with clients, children and protective services, other Department personnel, physicians, mental health professionals, law enforcement, school personnel, attorneys, Judges, court personnel, probation and parole personnel.

• By managing, directing, teaching, controlling, counseling, mediating, convincing and persuading others.

• Verbally and in writing with the public, treatment providers, medical professionals, community members, family of participants, law enforcement, and those with substance use disorders.

• Explain, demonstrate, and clarify to others established policies, procedures, and standards.

• Calculating percentages, fractions, decimals, interest, discounts, and interpreting basic descriptive statistical reports.

• Compare, count, differentiate, measure, sort, classify, compute, tabulate, and/or categorize data and/or information.

• Assemble, copy, record, and transcribe data and/or information.

• Analyze data and information using established criteria to define consequences and consider and select alternatives.

• Apply functional and situational reasoning by exercising judgement, decisiveness, and creativity in everyday routine and non-routine situations.

• Use fine and gross motor skills to perform tasks such as operating an electronic ballot tabulator, keyboard, photocopier, telephone, calculator, and computer printer.

• Exert light physical effort in sedentary to light work, involving lifting, carrying, pushing, and pulling.

• Recognize and identify degrees of similarity and differences between characteristics of colors, forms, sounds, odors, textures, etc. associated with objects, materials, and ingredients.


• Safe and comfortable in respects to violence, noise, and disease, with some potential for exposure to violence.

Required Working Hours

Standard working hours are Monday through Friday, 8:00 am until 4:30 pm. Please note these hours are subject to change and additional hours may be needed or required. Compensation for additional hours beyond normal working hours are subject to applicable state and federal regulations.

Education and Experience Requirements

Required: Master’s degree in Social Work, Marriage and Family Therapy, Counseling, or another related field
Training and experience in substance use treatment and services

Licenses/Certifications: Must obtain Social Work, Marriage and Family Counselor, or Professional Counselor License within 6 months of hire
Valid Wisconsin State Motor Vehicle’s License

Preferred: Wisconsin Substance Abuse Counselor in Training (SAC-IT)
1-2 years’ experience with substance use treatment
Knowledge and experience completing ASAM level of care assessments
Experience and understanding of Opioid and Stimulant Abuse and Treatment
Understanding and knowledge of substance abuse treatment resources
