Child Support Supervisor
Portage County Health and Human Services is hiring a full time Child Support Supervisor!
What are the primary job duties?
Administration and Supervision of Child Support, which includes:
-Recommends hiring and termination, supervises, and evaluates staff.
-Ensures staff are trained.
-Conducts oversight measures regarding program compliance.
-Administers Human Resources policies.
-Assist with annual review conducted by Child Support Regional Administrator.
-Develop or revise procedure for investigation and collection of support payment to conform with governmental regulations.
-Monitor and provide adequate direction in order to meet current Federal performance measures.
-Assure compliance with policies and procedures provided in the Security Manual and Internal Revenue Services (IRS) procedures and safeguards.
-Conduct staff meetings.
-Assure Administrative Enforcement and review/approve lien satisfactions and verifying removal from State Lien Docket.
-Establish order for seek-work and Children First in all child support orders.
Planning, Implementation, and Program Monitoring, which includes:
-Develops, implements, monitors, and evaluates annual goals and objectives for programs/services.
-Initiates program proposals to meet long term client needs.
-Investigates and initiates grants and funding proposals and seeks alternative funding sources to supplement budget and broaden programming possibilities.
-Assure all Title IV-D and non IV-D court orders are received and entered in the KIDS state automated computer system accurately and timely.
-Provide access and information to customer requesting to file a formal complaint with the agency.
-Review closure of cases meeting federal closure criteria.
-Manage storage and destruction of records pursuant to retention guidelines.
-Work closely with staff to implement the foster care and kinship care placement.
-Works with Corporation Counsel preparing affidavits or motions in establishing child support, redirecting child support, suspending child support, modifying child support, and enforcement including contempt of court and revocations.
-Monitor and enforce collection of child support, birth expenses due to the State of Wisconsin and/or other party.
-Negotiate child support, medical support, repayment on any past due child support and costs, including birth expense reimbursement.
-Conduct investigation in locating absent parents.
-Review all child support orders every three years to determine compliance with current state standard amount. -Negotiate agreement with parties and pursue appropriate legal documents for approval and filing.
-Attend pre-trial hearings.
-Review cases remaining on court calendar with legal counsel. Prepare court worksheets and testify at court hearing when requested.
-Prepare Uniform Interstate Family Support Act (UIFSA) documents. Negotiate settlement with other states.
-Determine cases requiring Guardian ad Litem.
-Provide technical support to Economic Support Case Managers when requested.
-Monitor assigned KIDS work lists to staff. Prioritize INVR work duties list.
What are the minimum qualifications?
-HS diploma required. Bachelor’s degree in business administration, public administration, social work or related human service field preferred.
-Five years child support work-related experience preferred.
-Two years of supervisory experience preferred.
-Any combination of education and experience that provides the equivalent knowledge, skills and abilities required to perform the essential functions of the position.
