Child and Youth Services Manager
This position is responsible for planning, developing, coordinating, and administering
Child Protective Services (CPS) and Youth Justice Services (YJ) to help children and families thrive in Richland County.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Administer the Child and Youth Services Unit using a strength-based family-centered approach.
Ensure unit compliance with State statues 48 and 938 and State Standards related to child protection and youth justice services.
Establish policies, procedures, and MOUs that pertain to the Child and Youth Services unit.
Ensure staff are trained in court protocols, procedures, and mandates and oversee all court mandates.
Lead role in coordinating and training all Child and Youth Services staff on state child welfare requirements.
Provide direction and supervision to staff directly assigned to the unit.
Ensure timely completion of all required casework.
Ensure that all programs under the direction of this position are well integrated into the unit.
Promote early identification and intervention to enhance the opportunity for positive outcomes.
Assist in developing a comprehensive array of services that promote the healthy physical, emotional, and mental health of children and their families.
Conduct screening decisions on CPS access calls received by the unit, assign workers to investigate the abuse/neglect cases, and offer services to assign service intakes.
Ensure staff are doing present danger assessments, protective planning, safety assessments, safety analysis, safety planning, and the management of child safety at every aspect of CPS involvement with a family.
Provide prevention and intervention to families who are at risk of abuse or neglect.
Ensure families and individuals become full participants in the planning and delivery of services.
Support staff when needed during after-hours on-call.
Approve out-of-home placements and all paperwork that must accompany out-of-home placements from initial placement through permanency.
Approve Initial Assessments and Case Finding Determinations for Abuse/Neglect Investigations, and Child Welfare Reports for all Service Reports and all other necessary paperwork required by the State for same.
Work cooperatively with law enforcement, the County’s appointed legal counsel and Court System, to help ensure the safety of children in the community and the community itself.
Oversee case management of all YJ/CPS ongoing cases.
Responsible for developing and monitoring the unit budget. Coordinated closely with the agency’s fiscal unit on an ongoing basis to ensure budget projections are in line with actual expenditures.
Apply for state funding and submit required reports.
Prepare and monitor service provider contracts including quality assurance.
Represent Richland County Health and Human Services to the community at large through professional interaction, public speaking, media presentations, and participation in community advisory groups as requested.
Comply with applicable federal and state laws, administrative rules, established agency procedures and accepted professional standards.
Participate in ongoing training, maintaining contemporary knowledge to ensure compliance with federal and state regulations.
Maintain the confidentiality of client information and protected health information as required by State and Federal regulations, including the Health Insurance Portability and Accountability (HIPAA) Act of 1996.
MINIMUM TRAINING AND EXPERIENCE REQUIRED TO PERFORM
ESSENTIAL JOB FUNCTIONS
• Bachelor’s degree in Social Work or related field with Social Work certification.
• Three years experience in the field of Child Protection and/or Youth Justice Programs with knowledge of state and federal statutes and standards in Child Protective Services and Youth Justice, with at least one year of supervisory experience preferred.
• Working knowledge of computers, computer programs, typing, and data entry.
• Current WI driver’s license and unlimited access to reliable transportation.

• Ability to prepare a variety of documents including client records, social histories, performance evaluations, diagnostic reports, letters, court reports, and financial applications.
• Ability to communicate effectively with clients, client family members, county board members, professional and support staff, director, law enforcement personnel, local, state and federal social service staff, the general public.
• Ability to record and deliver information, explain procedures, and instruct staff and clients.
Mathematical Ability
• Ability to add, subtract, multiply, divide, calculate decimals and fractions, and use and understand descriptive statistics.

• Ability to apply psychological therapy concepts to perform tasks.
• Ability to apply abstract thinking to perform tasks.
• Ability to use independent judgment and maintain emotional stability in routine to occasionally highly unstable or risky situations including decisions on implementing client treatment plans to encounters with potentially suicidal and violent clients.
• Ability to problem solve and achieve resolution.
Physical Requirements
• Ability to physically respond to a variety of settings to provide services including office, community locations, private residences, jail, etc.
• Ability to operate a variety of office equipment including computer keyboard, telephone, calculator, etc.
• Ability to operate a motor vehicle.

• Ability, regarding violence, disease, dust, temperature, etc., to work in a comfortable, yet occasionally unsafe environment.
