Accountant II
Job Summary
Performs a variety of medium to complex accounting functions for the Health & Human Services Department (HHS) under direct supervision of the Accountant Supervisor. This position is responsible for the accounting of expenditures and reimbursements for a number of areas including, Adult Behavioral Health, Children’s Long-Term Support and Birth to Three programs. The Accountant II will prepare journal entries, balance sheet reconciliations, financial analysis projects, and financial records for auditor review. Successful candidates will have working knowledge of accounting and various AP processing systems and assist with preparation of reports and financial documents. The Accountant II will also work directly with clerks. These duties include assisting with clerk training on or Electronic Health Records (EHR) system and A/P Batch review and related technical support. This position may also receive assignments and direction from the Financial Supervisor or Finance Manager.
Essential Duties
Prepares monthly journal entries.
Reconciles accounts on a monthly basis for assigned programs.
Completes annual budgeting with program staff for areas of responsibility.
Proficient in use of various financial and AP software systems.
Assists with training and technical support of clerical staff.
Distributes and presents monthly to HHS management the appropriate financial statements for areas of responsibility and answers corresponding questions.
Review of AP batches in Avatar and other specialized systems used by the Community Services division of HHS.
Serve as EHR system Subject Matter Expert for trouble shooting and system improvement for the finance department.
Proficient with Excel, Word, Outlook, and other Microsoft Office software including higher level functions necessary for preparing necessary accounting schedules and reports.
Obtains, reviews, and compiles data to facilitate preparation of required reports for grant programs.
Analyze data to determine the amount of funds to be transferred between different funding sources within the department to maximize funding from the state.
Participates in the review, analysis, and documentation of accounting systems/procedures and in the maintaining the procedures documentation.
Prepares annual audit confirmations.
Reviews vendor audit reports for compliance with DCF and DHS requirements.
Conducts special projects as assigned.
Analyzes and interprets current and proposed legislation or administrative rule changes affecting the Accountant II’s areas of responsibility; informs management, in a timely manner, to discuss strategies that will allow for efficient response to changed or new laws and rules.
Provides information and assistance to supervisor for external auditors as requested to facilitate timely and efficient completion of audits.
Receives and answers inquiries as appropriate from departmental and program personnel.
Experience with Crystal Reports is preferred.

Minimum Qualifications Required
Education and Experience:
Bachelor’s degree in accounting from an accredited university or college with two years of experience in governmental accounting and grant program reimbursement; or any equivalent combination of education, training and experience which provides the necessary knowledge, skills, and abilities.
Knowledge, Skills & Abilities
Knowledge of generally accepted accounting principles, practices, and procedures and of their application to a variety of accounting transactions and problems.
Knowledge of governmental accounting standards and audit standards for local governments.
Knowledge of financial databases and relevant computer applications.
Knowledge of general office procedures, practices, systems, and equipment as applied to financial operations.
Skill in preparing financial reports in an accurate and timely manner.
Skill in operating a calculator, as needed.
Demonstrated ability to apply accounting theory to perform complex analyses and reconciliations.
Ability to demonstrate advanced expertise in the use of spreadsheets and databases for use in preparing financial analyses and reports.
Ability to prepare financial reports and statements in accordance with pre-determined requirements.
Knowledge and understanding of Financial Statements and ability to interpret them.
Ability to assume responsibility, work independently, exercise judgment, and demonstrate initiative in performing the duties of the position.
Ability to plan and organize multiple tasks and establish priorities.
Ability to pay close attention to detail.
Ability to use logic and reasoning to identify problems, make logical conclusions, perform research, or analyze complex issues, even if there is limited information, and formulate recommendations.
Ability to maintain confidentiality and professionalism.

PHYSICAL DEMANDS:
Lifting 20 pounds maximum with frequent lifting and/or carrying of objects weighing up to 10 pounds.
