Call to Action! Contact Legislators Today on 911 Funding Bill!

January 31st is Deadline for LRB 3078/1

Sen. Joe Leibham, R-Sheboygan is circulating LRB-3078/1 relating to state telecommunications services and the Police and Fire Protection Fee. Please contact your state senators and representatives today requesting that they be added to the bill as a cosponsor.  

The bill:

— Eliminates the current 75-cent monthly Police and Fire Protection Fee on all devices capable of dialing 911.

— Replaces the roughly $53 million annually raised by the Police and Fire Protection Fee for the shared revenue program with state general purpose revenue.

— Eliminates the current 40-cent maximum monthly fee on landline phones.

— Creates a new, 40-cent monthly fee on all devices capable of dialing 911 and indexes the fee for inflation, subject to approval by the Governor and Joint Committee on Finance.

— Creates a statewide contract to provide 911 telecommunications services to all county public safety answering points, eliminating the need for county-by-county contracts, as well as the need for any county funding for lines to county 911 centers.

— Establishes a grant program for county 911 centers, also known as Public Safety Answering Points, for equipment, software, and training.

— Encourages service consolidation by specifying that only one PSAP per county, as designated by the County Board, is eligible to receive the grants.

— Establishes a statewide advisory council to the Public Service Commission to oversee the administration of the statewide 911 contract and the 911 grant program.
