Job Title: Tri-County Trail Coordinator
Hours: Part-Time; estimated 20 hours per week with ability to flex schedule under Tri-County Trail Commission’s approval
Pay Range: $22.19 – 25.36 per hour, based on experience
Department: Tri-County Trails
Reports to: Tri-County Trail Commission
FLSA: Non-Exempt
Position Purpose: The Tri-County Trail Coordinator is responsible for the planning, development, maintenance, administration and promotion of the Cheese Country Trail and Pecatonica State Trail.

Essential Duties and Responsibilities:
• Trail Planning & Development:
o Develop and administer trail system master plans and annual work plans.
o Coordinate trail construction and rehabilitation projects.
o Evaluate trail conditions, user needs, environmental impacts and safety concerns.
o Coordinate permitting and compliance with local, state and federal regulations.
• Meetings & Records Management:
o Coordinate, facilitate and attend monthly meetings of the Tri County Trail Commission.
o Maintain official records of the monthly and special meetings of the Tri County Trail Commission including meeting minutes, co-operative agreements, contracts, etc.
o Prepare and distribute meeting materials to Tri-County Trail Commission members such as but not limited to: previous meeting minutes, meeting agendas and other pertinent materials to the agenda of the upcoming meeting.
o Ensure all meeting agendas are properly posted in compliance with Wisconsin Open Meetings Law.
o Maintain records of grant contracts, reimbursement documents, vouchers, etc. as required by grants and applicable laws pertaining to records retention.
o Attend quarterly Pecatonica Rail Transit Commission meetings to brief them on management and any issues that occur on the Cheese Country Trail corridor.
• Operations & Maintenance:
o Check trail conditions on a as needed basis for issues that cannot be resolved by club volunteers
o Oversee routine and emergency maintenance of trail and any trail facilities
o Develop maintenance schedules for grooming, grading, signage, bridges, culverts and vegetation management
o Manage trail opening and closing for ATV/UTV/OHM and Snowmobile seasons
o Coordinate any equipment use, maintenance and replacement planning
o Develop and coordinate any maintenance contracts and volunteer activities
o Coordinate and designate maintenance activities throughout the year with the authorized maintenance organizations for both summer and winter trail usage.
o Cooperate and work closely with the Pecatonica Rail Transit Commission regarding encroachment issues and right of way permitting within the rail corridor known as the Cheese Country Trail
o Cooperate and work closely with WI DNR regarding encroachment issues and right of way permitting within the trail corridor known as the Pecatonica State Trail
o Complete DNR Designated Use Inspections Bi-Yearly
o Attend Annual Partner Meeting with DNR
o Manage and plan for special projects such as storm rehabilitation, bridge rehabilitation, and riprap projects to ensure the required bid letting, permitting and delivery processes are strictly followed.
o Obtain funds in cooperation with WI DNR, WI Emergency management and FEMA in the case of major storm or flood damage to the trail. Know the requirements to request these funds and to obtain the proper documentation for reimbursement.
• Budget & Grant Administration:
o Annually apply for WI DNR ATV/UTV and Snowmobile grant funding for trail maintenance and special projects.
o Annually apply for Recreational Trails Program (RTP) funding for special projects
o Annually apply for any other public or private grants that are available
o Prepare and administer annual budgets related to annual operations and grant funded special projects
o Collect documentation of certain maintenance activities such as paid invoices, receipts or time sheets and ensure expenses are grant eligible. Enter into SNARS database or other record keeping required by grants
o Track expenditures, reimbursements and project documentation
o Prepare reports for Tri-County Trail Commission and other state/federal entities as needed
o Monitor all grant funded projects to ensure compliance and reimbursement processes are followed
• Public Relations and Community Engagement:
o Respond to public inquiries, complaints, and trail-related concerns
o Conduct public meetings and presentations regarding trail projects and policies
o Promote responsible trail use, safety, and environmental stewardship
o Coordinate maps, signage, digital trail information, and educational materials
o Serve as a liaison to ATV/UTV clubs, snowmobile clubs, equine groups and any other applicable recreational use groups
o Install, maintain, collect and interpret trail use data from trail counters
• Staff & Volunteer Coordination:
o Supervise seasonal employees, contractors, and volunteers from ATV/UTV and Snowmobile Clubs as needed
o Coordinate any necessary training and safety procedures for staff and volunteers.
o Maintain positive working relationships with partner organizations and municipalities.
• Environmental Stewardship and Compliance:
o Promote sustainable trail design and erosion control practices.
o Coordinate with applicable County Departments and DNR personnel to minimize environmental impacts.
o Ensure compliance with ADA accessibility standards where applicable.
o Maintain records related to inspections, incidents, permits, and maintenance activities.
• Perform other duties as assigned by the Tri-County Trail Commission.

Position Qualifications:
• Educational Requirements:
o High school diploma or equivalent
o Associates degree in Natural Resources, Parks & Recreation or related field; or 3 years of relevant experience in Parks & Recreation Management preferred
• Experience:
o Ability to understand, develop and clearly communicate local policy, and following local, state and federal laws.
o Ability to proactively build and maintain trust and positive working relationships with adjacent landowners, ATV/UTV & Snowmobile Clubs, local municipalities, and DNR partners.
o Strong organizational & data management skills.
o Ability to work independently and prioritize multiple tasks and deadlines.
o Listening, recordkeeping and filing proficiencies.
o Ability to complete basic mathematical calculations.
o Ability to gain new skills and knowledge necessary for performance of job functions.
o Proficient using computers, spreadsheets, Adobe PDF and Microsoft Office software.
• Possession of a valid driver’s license
• Possession of ATV/UTV safety certification or obtain within 3 months of employment
• Possession of Snowmobile safety certification or obtain within 3 months of employment

Work Environment:
While performing the duties of this job, the employee works in both the inside work environment (office) and outside work environment. The employee may occasionally encounter individuals that may be under emotional stress. While working in the outside work environment, the employee is regularly exposed to outside weather conditions. The noise level in the inside work environment is usually quiet but may be loud in the outside work environment.

Working Conditions:
Ability to work under safe and comfortable conditions with occasional exposure to temperature variations, odors, toxic agents, noise, wetness, disease and dust.
