TITLE: Human Resource Specialist LEVEL: K

FUNCTION:
Facilitates recruitment, orientation and development of County talent. Provides assistance to all departments on special projects.
MAJOR RESPONSIBILITIES
1. Actively coordinates all recruitment activities for all departments. Develops timely postings and uses social media or other appropriate means to attract talent to fill openings within the entire County system. Manages the recruitment from start to finish, reviewing job descriptions, compensation placement, interviewing, civil rights compliance, background checks, and respective testing.
2. Provides orientation and onboarding for all new employees including policy overview, timekeeping requirements, benefits overview and safety compliance.
3. Enrolls all new employees into system for payroll and HR purposes.
4. Responsible for maintenance of employment records, ensuring compliance with applicable laws.
5. Coordinates and ensures compliance with annual safety training requirements.
6. Assists with employee communications and coordination of employee-wide events.
7. Assists with administration of employee benefits, including scheduling provider representative information and assisting employees with questions regarding benefit eligibility and enrollment.
8. Administers employee leave and disability benefit programs by coordinating with employees and vendors, ensuring regulatory compliance, maintaining accurate records, and providing timely communication.
9. Backup to Payroll/Benefits Coordinator.
10. All other duties as assigned.
WORKING ELEMENTS
A. Education, Training and Experience
o Bachelor’s Degree preferred with casework in Human Resource Management, pubic or personnel administration business or related field.
o Three to five years’ experience in Human Resource office setting.
o Background with a variety of software programs, social media and computers.
B. Knowledge, Ability and Skills
o Knowledge of state and federal laws dealing with wages and benefits.
o Knowledge of keyboarding and word processing, spreadsheets, human resources, insurances, civil rights compliance and State Statutes.
o Ability to handle administrative detail accurately and efficiently, deal with a variety of people, including department heads and the public, and build confidence and respect for the department.
o Skill in meeting deadlines and working accurately, plan and organize work, communicate clearly on a variety of matters and maintain confidentiality.
C. Responsibility and Authority
o Responsible for handling all County recruitment and personnel matters in a confidential matter.
o Responsible to work with all department requests for recruitment assistance.
o Maintains regular and predictable attendance.
o Promote, get along, and work in a harmonious relationship with others including but not limited to outside agencies and other County Departments.
o Be able to perform duties, follow policy and procedures independent of direct supervision.
D. Working Conditions.
o Normal office conditions.
o Primarily sedentary position, exposure to VDT screen. Some standing, bending, minimal lifting. Repetitive motion relating to computer work.
o Communications with public and employees.
