POSITION TITLE: Environmental Technician

DEPARTMENT: Solid Waste

PAY BASIS: Hourly

PURPOSE AND SUMMARY:

Provides environmental monitoring, landfill gas monitoring, reporting, and maintenance activities in compliance with Wisconsin Department of Natural Resources (WDNR) regulations.

ESSENTIAL FUNCTIONS:

1. Performs field sampling of groundwater/leachate and data reporting for the closed Snell Road and Sunnyview Landfill sites in accordance with WDNR monitoring regulations. Performs landfill gas wellfield monitoring, adjustment and data reporting at the Snell Road and Sunnyview Landfill sites in accordance with WDNR air permit regulations.

2. Operates and performs maintenance on landfill leachate collection and pumping systems, landfill gas collection wellhead/leachate extraction systems, environmental monitoring and test equipment.

3. Coordinates groundwater, leachate and landfill gas system maintenance and/or repairs to maintain system operations in compliance with WDNR requirements.

ADDITIONAL ESSENTIAL DUTIES:

1. Maintains computer database of groundwater, leachate and landfill gas monitoring results in accordance with WDNR requirements.
2. Prepares and submits environmental monitoring reports to the WDNR to maintain environmental and air permit compliance.
3. Performs liquid level measurements in landfill gas wells and provides leachate extraction pump maintenance activities.
4. Assists other Environmental Technician and Solid Waste Mechanical Technician with special projects as needed or assigned.
5. Occasional response to after-hours landfill gas or environmental emergencies.
6. Provides back-up support services to the Environmental Compliance Manager as required for the landfill gas and long-term care programs.
7. Performs other related duties as may be assigned.

WORK RELATIONSHIPS:

1. Reports to Environmental Compliance Manager.
2. Works with consultants, contractors, vendors, and other County department staff.

REQUIRED EDUCATION, EXPERIENCE, TRAINING, AND CERTIFICATION:

1. Training and experience equivalent to an Associate Degree in Natural Resources or Environmental Science is required. Previous experience in environmental or landfill gas monitoring is preferred.
2. State of Wisconsin Department of Natural Resources Facility Manager Certification or the ability to obtain certification within 24 months of employment.
3. Certificate certifying completion of 40-hour hazardous waste site worker training course as required by OSHA 29 CFR 1910.120 (E) or the ability to obtain this certification within 12 months of employment; must keep certification current.
4. Current valid Wisconsin driver license and minimum auto insurance coverage as required by County.

KNOWLEDGE, SKILLS, AND ABILITIES:

1. Thorough knowledge of WDNR regulations concerning environmental monitoring/maintenance and landfill systems associated solid waste management facilities.
2. Previous training and experience in performing environmental monitoring/maintenance or landfill gas is preferred.
3. Ability to organize information and to report it concisely.
4. Ability to work efficiently and responsibly with a minimal amount of supervision.
5. Ability to communicate effectively in oral and written form; ability to establish effective working relations with others.
6. Knowledge and experience working with a variety of hand tools used in the maintenance of mechanical equipment.
7. Computer skills including familiarity with Microsoft Office applications and the ability to learn and use WDNR GEMS database application, Earthsoft EQuIS, and SCADA systems.

PHYSICAL REQUIREMENTS:

1. Ability to perform work from a standing or walking position for periods of two hours or more during the shift.
2. Ability to work in an environment with occasional exposure to unpleasant odors, toxic fumes and adverse seasonal temperature extremes.
3. Ability to bend, stoop, reach and crawl in the monitoring and maintenance of mechanical equipment.
