Assistant Plant Manager (Waste-to-Energy facility)
This position is responsible to assist in the oversight, leadership, planning, managing and supervising all aspects of the Waste to Energy/recycling facility; provides leadership over department personnel involving work assignments, operations, financial management and related work under the general direction of the Plant Director.
Essential Functions
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
1. Directs the work of and manages subordinate staff. Participates in the selection of new employees. Provides training and instructions and ongoing training needs. Assigns tasks, reviews work and prepares performance evaluations. Provides staff coaching/counseling. Recommends employee transfers, promotions, disciplinary action, and discharge to the Director.
2. Provides leadership and management to all assigned staff.
3. Identifies staff development needs and notifies Director of department training recommendations.
4. Oversees the day-to-day operational activities of assigned areas. Monitors effectiveness of operations to provide adequate coverage for responsibilities.
5. Responds to emergency situations as needed and provides technical expertise to ensure that all aspects of the situation are handled in a proper and legal manner.
6. Assists in preparation of the department budget; monitors and tracks budgets as well as project budgets; monitors costs. Authorizes expenditures for activities, uniforms, equipment, staff, or other operational needs.
7. Participates in long- and short-range departmental planning, reviews progress, and reports results.
8. Reviews, verifies and assists in coding timecards, crew reports, invoices, requisitions and accident repair costs.
9. Coordinates safety training, record keeping, supplies and equipment.
10. Serves as coordinator and host for visiting officials and the public.
11. Ensures all activities are carried out in a safe manner; adheres to all County safety regulations; ensures equipment is safely operated and driving laws are obeyed; ensures all regulations pertaining to the safe use of equipment are understood and followed.
12. Reports all accidents to the appropriate authority. Follows all policies for reporting, investigating, and follow-up of equipment incidents, or personal injuries. May investigate incidents as assigned.
13. Prepares requests for purchase of services, materials and supplies and solicit quotes from suppliers and contractors within the County’s purchasing guidelines.
14. Develops and prepare bids, contracts, and related reports specific to operations.
15. Communicates with county officials. Plans activities and accomplishments as directed.
16. Coordinates work needs with other management personnel.
17. Other duties as assigned.
Knowledge, Skills, and Abilities
• Knowledge of mechanical systems, incinerator operations, electronic control systems, boiler mechanics, etc.
• Knowledge of applicable DNR regulations, building guidelines and codes, etc.
• Knowledge of the County and Department’s operating requirements, policies, procedures, and practices; and local, state, and federal regulations related to department programs and operations.
• Knowledge of principles and practices of budgeting, fiscal management, project management principles and techniques.
• Ability to effectively utilize the principles of strategic and long and short-range planning.
• Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures and techniques for resolution of issues.
• Ability to research and analyze detailed information and make appropriate recommendations.
• Ability to develop department goals and objectives.
• Ability to plan, develop, implement, and evaluate projects and programs.
• Ability to develop, interpret and implement regulations, policies, procedures, written instructions, general correspondence, and other department specific documents.
• Ability to prepare, recommend and monitor an operating budget, including line item budgeting.
• Knowledge of administrative policies and procedures of the County.
• Ability to establish and maintain accurate records of assigned activities and operations.
• Ability to interpret and implement local policies and procedures; written instructions, general correspondence; federal, state, and local regulations.
• Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.

Required Education, Experience, Licensing, and Certifications
• Associates degree in engineering, industrial plant maintenance, electrical, or related field with six (6) years’ experience in boiler, electrical generation, or electronic control systems.
• Three years’ previous supervisory experience.
• Chief Facility Operator license issue by the Wisconsin DNR required.
• Bachelors’ degree preferred.
