FLSA: Non-Exempt. This position within the County’s Human Resources Department provides key support in HR operations, Human Capital Management (HCM), compliance, and benefits administration. The role is responsible for ongoing support and optimization of HCM systems, including troubleshooting, data maintenance, and report development to meet organizational needs. This position may train or advise others, demonstrating leadership by contributing to strategic HR initiatives, process improvements, and change management efforts. The position reports to the HR Generalist/HR Operational Leader.

Essential Job Functions:
Administers FMLA and ADA accommodations for all employees, ensuring compliance with applicable laws and timely documentation.
Provides guidance to employees and managers on policies, procedures, benefits, and leave programs, exhibiting leadership in fostering understanding and compliance.
Collaborates with internal stakeholders and external vendors to assist the Benefits Coordinator in managing benefits administration, compliance activities, and employee communications.
Responsible for processing and maintaining data in HCM and vendor systems, system testing, reporting, and data integrity across platforms.
Processes and supports the entire employee lifecycle, including new hires, terminations, position changes, and benefit enrollments or updates within HCM.
Prepares and submits required reports such as state-mandated HR reports and department reports.
Supports the third-party workers’ compensation vendor, by providing documentation, reports, and participating in monthly meetings. Supports employees and managers with related questions.
Contributes to change management efforts and supports communication of total rewards initiatives.
Maintains strict confidentiality and exercises sound judgment in all HR matters.
Participates in departmental projects and initiatives, offering insight and subject matter expertise.
Builds trust and credibility by acting with integrity and providing high-quality service to internal and external customers.
Recognizes and recommends improvements to processes and procedures.
Supports and drives key strategies and initiatives aligned with HR objectives, showing leadership in advancing organizational goals.

Physical Demands:
A large portion of time is spent seated at a desk using a computer, telephone, and other office equipment. Duties require oral communication, sound judgment, hearing, near vision, and manual dexterity for typing and handling documents. Intermittent walking, standing, bending, and reaching are required. Occasionally travels within the building or to other sites for meetings. May lift light office materials such as files and copy paper.

Knowledge, Skills, and Abilities:
General knowledge of HR operations, including HCM systems, benefits administration, FMLA, and workers’ compensation.
Ability to interpret and apply County policies and relevant federal/state HR laws.
Strong interpersonal communication and customer service skills.
High level of integrity and professionalism when handling confidential information.
Proficiency in Microsoft Office and HRIS/HCM platforms
Ability to recognize, communicate, and recommend process improvements.
Sound judgment and discretion in handling confidential matters.
General knowledge of HR functions, including Talent Acquisition, Talent Management, Total Rewards, Benefits, Compensation, and Leave of Absences.
Demonstrated leadership skills in managing projects, advising others, and driving HR initiatives.
Ability to establish excellent working relationships with employees, county officials, and public.
Qualifications:
Associate degree in HR, Business, or related field.
Minimum of three years’ experience in Human Resources, with a focus on HCM and benefits administration.
Demonstrated initiative and ability to manage projects and tasks independently.
Goal-oriented mindset with a desire to advance personal and organizational outcomes.
Experience with a variety of computer programs, including HRIS/HCM and Microsoft Office products.
Proven leadership capabilities in supporting and influencing HR operations and teams.
