Serving the People: Wisconsin’s County Constitutional Officers

County constitutional officers play a unique role in county governance. Created by the state Constitution, county constitutional offices are elected positions that “serve as the local presence on statewide matters of importance.” State statutes define the offices’ responsibilities but not their relationship with the county board or county administration. This issue explores the roles and responsibilities of each office.

The August 2025 issue also includes features on the county wins in the 2025-27 state budget, the 50th anniversary of the federal child support law, the third in a three-part series on AI, and an introduction to the new Winnebago County executive. The Legal Issues column provides an introduction to levy limits and the debt service exception.
