PUBLIC HEALTH SUPERVISOR

The Public Health Supervisor is responsible for our Public Health Emergency Preparedness and Cities Readiness Initiative grant programs and provides supervision and leadership to the following teams and grants: Asthma Safe Homes, Epidemiology, Prevention, and possible new grant funding that comes into the department. The role includes pre-emergency planning, emergency response activities, and post-emergency functions in cooperation with multiple community partners. This supervisor leads the team to plan, organize, and administer program and grant activities on broader population health and prevention initiatives from many lenses. The Public Health Supervisor strives to protect and preserve health and well-being in the community by supervising staff that are vital to preservation of the community’s health and safety, empowering clients, and improving health equity for all our communities.

This position reports to the Population Health Manager.

2024 Hiring Range: $76,859 – $91,499 annually

Position Summary and Job Duties
Supervision & Leadership
• Provide both leadership and management to ensure work products are of high quality and completed in a timely manner while meeting departmental and team strategic plans and goals
• Conduct quarterly and annual performance evaluations for each team member
• Ensure development of monthly, quarterly, and annual reports
• Write grant and contract proposals in close collaboration with supervisors of teams/units and external partners
• Monitor grant and contract progress, outcomes, and metrics against targets and grant objectives
• Monitor program budgets, understanding appropriate use of funds and budget cycles
• Embed equity principles and innovative practice into the culture of the division
• Develop policies and processes that translate mission and vision into action
• Ensure onboarding and training for appropriate team workforce development, including participation in broader divisional meetings and activities such as Community Health Improvement Planning (CHIP)
• Work with communications team to ensure marketing, social media, and website upkeep
• Participate in the selection and hiring of project personnel
• Responsible for training, coaching, planning work, scheduling, employee morale and engagement, discipline, and performance management
• Serve as liaison to the national/state grantors, develop agendas and set meetings, participate in internal and external committees, submit reports, and provide information updates back to the department
• Develop, update, and support policies, procedures, guidelines, and standards of model programs
• Responsible for facilitation, development, management, monitoring and maintenance of departmental specific work plans and objectives, including the Community Health Assessment (CHA) and Community Health Improvement Plan (CHIP)
• Promote and facilitate the incorporation of departmental core values and strategic initiatives into daily service delivery
• Ensure adherence and compliance to the policies and procedures of the federal Health Insurance Portability and Accountability Act (HIPAA) regarding protected health information

Quality Improvement & Data Analysis
• Coordinate team/unit strategic/business plans, assuring that such plans are consistent with overall division priorities
• Ensure mechanisms for obtaining feedback and input from persons with diverse backgrounds, considering the role of cultural, social, and behavioral factors and in the accessibility, availability, acceptability, and delivery of public health services
• Measure existing programs’ participation and success rate to determine their effectiveness
• Participate in ongoing community health assessment, which includes regular and systematic collection, assembly, and analysis of community health statistics, community health needs, and emerging trends
• Lead and support data and evaluation activities that inform decision making, resource allocation, improve outcomes, and intervention effectiveness
• Foster a work environment where continuous quality improvements and advancement of equity in service and professional practice are pursued
• Responsible for quality control and quality assurance of all field and data collection activities
• Collaborate in the development and leadership of community workgroups, committees, and coalitions
• Update and maintain contact information and resource listings for contracts, equipment, and supplies
• Monitor compliance with grants and expenditures; process requisitions; prepare periodic grant financial progress reports; assist staff in preparing grant reports; negotiation of budget annually
• Develop and implement innovative marketing and promotion plans to improve client rates, compliance, and data
• Collect, analyze, and trend data for technical reports, community health assessment, community health improvement plans, and performance management plan
• Review scientific evidence related to public health issues, concerns, interventions, and evidence based or evidence-informed practices

Workflow & Performance Management
• Coordinate the every-3-years Community Health Assessment, including identifying appropriate primary and secondary data sources to assess the health status of the population
• Coordinate the development and leadership of community workgroups, committees, and coalitions related to equity, asthma care, and Community Health Improvement Planning
• Coordinate with staff to write and maintain public health emergency response plans and required annual training and exercises
• Provide technical assistance and advice on roles and responsibilities to department staff during emergency response
• Oversight of database documents that demonstrate conformity to accreditation standards and measures
• Act as the primary point of contact for Public Health Accreditation Board (PHAB)
• Oversight of individual grant documentation, reporting, and budget for Asthma Safe Homes, Emergency Preparedness, and Cities Readiness Initiative grants
• Conduct team meetings to update on upcoming changes, new implementation protocols, and important internal issues that require immediate attention
• Coordination, implementation, and execution of community programs, conferences, and events required to meet protocols and innovative ways to increase community reach
• Assess and develop strategies to address knowledge and skill gaps of team
• Performs other work as required or assigned

Job Requirements, Education, Training and Experience
Required Education and Experience
• Bachelor’s Degree in public health, public policy, urban planning, or related field

Preferred Education and Experience
• Master’s Degree in public health, public policy, urban planning, or related field
• 1+ years of supervisory experience
• Experience in emergency preparedness and response
• Bilingual (English/Spanish)
• Or any combination of education, training, and experience which provides the required knowledge, skills, and abilities

• Valid driver’s license and acceptable driving record
• Access to a personal vehicle for use in the performance of the job
• Available to perform occasional weekend and evening work as required
• Perform other work as required or assigned including but not limited to a 24/7 response during public health emergency situations and disease outbreak investigations
